Helena: selling a junk car or one that will not run
Helena's own junk-car ordinance is not posted online where we could read it, so the clearest rule for a dead car here comes from the state. Alabama treats a vehicle left on private property "for more than 48 hours without the owner's consent" as unclaimed, which starts a reporting and notice process. Helena may have its own local rules too. Check with the City of Helena before a dead car sits anywhere in public view. When you want it gone instead, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Why this page leans on state law
Alabama cities set junk-vehicle rules by their own ordinances. The Department of Revenue posts one example, from the town of Semmes. It makes it a violation for a property controller to let a junk vehicle remain, and it treats photographs showing a car unmoved for 90 days or more as conclusive proof of abandonment in place. That ordinance rests on several Code of Alabama chapters, including sections 11-40-30 and 11-47-131. Helena could have something similar, stricter or looser. We could not confirm which, so we do not guess at a clock.
Alabama's unclaimed and abandoned car steps
These rules matter most when a car is on land that is not its owner's, such as a relative's yard or a rental.
- 48 hours. Past that point on a road, or on private land whose owner never agreed, a vehicle counts as "unclaimed."
- 5 days. The person holding it must report it to ADOR within five calendar days. A 60-day hold then goes on the title record.
- 30 days. It becomes "abandoned" once it has stayed unclaimed for at least 30 calendar days from the date notice went to the owner and lienholder.
- 35 days. A Notice of Public Auction runs once a week for two weeks, and 35 calendar days after the notice the car may be sold as abandoned.
To challenge the sale, the owner and lienholder file a notice of appeal with the circuit court in the county where it is set to take place. If the holder does not file the report or send the notices, it loses any right to charge for storage and garaging. See car abandoned on your property.
Two counties, one title system
Helena sits in both Shelby and Jefferson counties, and plates and registration go through your county's license-issuing office. Helena owners can use the Jefferson County office we checked: 716 Richard Arrington Jr. Blvd. in Birmingham, phone 205-325-5256. Measured straight, it is roughly 17 miles north of central Helena. Other offices may serve you better, depending on which side of the county line you live on.
Selling in Alabama takes less paperwork than in many states:
- No notary is needed on your title assignment.
- The odometer reading is certified and must match exactly on your assignment and the buyer's application.
- Spell the owner names on the buyer's paperwork just as the title does.
- Take the plates off yourself. You can put them on a car you buy later.
- ADOR replaces a lost title for $15 via its Public Title Portal; see junk car with no title.
There is no emissions test in Alabama, so a lit check-engine light does not stop a sale.

Questions people ask
- Does Helena have a junk-car ordinance?
- We could not find Helena's code online, so this page uses Alabama law. Because Alabama towns write their own junk-vehicle ordinances, Helena may have one we missed, and the city can tell you.
- When does Alabama call a car unclaimed?
- After 48 hours on a public road, or 48 hours on someone's private land or other public property without that owner agreeing.
- A stranger's car was dumped on my Helena property. What does state law have me do?
- File a report with ADOR no later than five calendar days after the car became unclaimed. The Helena title record then carries a 60-day hold. Failing to report it or notify the owner and lienholder forfeits storage and garaging claims.
- Can I scrap an old car in Alabama without a title?
- Yes, with one exception. A Helena recycler or dismantler may take Notice form MVT 5-18 in place of the title. To qualify, a Helena car must be at least 12 model years old. Its value also can't top $1,000.
