Oro Valley's code was not found; Arizona's statutes apply
We looked for Oro Valley's town code online and did not find it. What follows is state law, and the town may keep separate rules for inoperable or parked cars.
Arizona measures abandonment in hours. Under ARS 28-4801, 72 hours with nobody attending a car, whether on a public street or private ground, counts as prima facie evidence. Right beside a road, inside the right-of-way, it is 48. ARS 28-4831 outlaws abandonment on any property.
Renters and shared lots in Oro Valley have two state rules worth knowing:
- A tenant's car parked in its assigned, authorized space is not proven abandoned just because its tags expired (ARS 28-4834).
- Before a private-property owner can have a car hauled away, that owner signs a written authorization on an MVD form (same section).
Further down the line, ARS 28-4881 defines a junk vehicle as one so deteriorated that nobody could profitably dismantle, salvage or restore it. After notice, MVD can approve the landowner or a recycler to get rid of it. Selling first keeps that choice in your hands.
Pima County, Area B and testing
Arizona runs emissions tests in two metro areas only, Phoenix and Tucson. Area B is the Tucson piece and covers part of Pima County; ADEQ administers it via myAZcar.com. Three groups skip testing: electric vehicles, vehicles made in 1966 or earlier, and those no more than five years old. For a car that fails and is not worth the repair, see failed emissions.
Oro Valley titles and plates
Pima County plays no part in titles. A state-run MVD office or a Third Party office ADOT has authorized does that work, and much is possible online at AZ MVD Now. Since Arizona keeps titles in electronic form, an Oro Valley owner may have no paper, and eTitle Transfer closes the sale online. Holding a paper title in Oro Valley? An Oro Valley seller signs on the back and gives it over with the car. ADOT's seller instructions include no notary step. An Oro Valley car with an Arizona title can change hands on form 38-1306, the "Title Transfer Bill of Sale." The Oro Valley buyer must file for title within 15 days.
You keep the plate. Remove it before loading. In the next 30 days, put it on another vehicle, surrender it, or file an affidavit stating it was destroyed, and claim credit for unused registration fees, minus a $12 processing fee.
Why the Sold Notice matters in Oro Valley
File within 10 calendar days, at no cost, through AZMVDNow.gov or on form 46-8502. Under ARS 28-4835, once a transfer report is filed, an Oro Valley seller is no longer presumed to have abandoned the car as its last registered owner. Without one, MVD can still list you as owner if the car is found abandoned later.

Questions people ask
- Has Oro Valley adopted its own junk-car ordinance?
- Our search did not find Oro Valley's code online, so this page uses Arizona statutes. Town rules on parked or inoperable cars could also apply.
- Is my car abandoned because its registration lapsed in my Oro Valley apartment space?
- That alone does not prove it. ARS 28-4834 says expired registration on a tenant's car in its authorized space is not conclusive. A property owner also needs written authorization on an MVD form to remove a car.
- Do Oro Valley cars get emissions tested?
- Only the Phoenix and Tucson metro areas test, and part of Pima County falls in Area B. Cars up to five years old, 1966 and earlier models, and electric cars are exempt. ADEQ runs the program through myAZcar.com.
