If a tow yard already has it
Start here, because this is where the clock runs fastest. Once a tow yard has your Bell Gardens car, Civil Code 3068.1 hands it a possessory lien. With a Bell Gardens car worth $4,000 or under, CC 3072 gives the yard 15 days from the lien to get the sale steps going. Next, your Bell Gardens mailbox gets a Notice of Pending Lien Sale. That letter starts the clock, and the Bell Gardens sale takes place 31 to 41 days later. If a Bell Gardens owner objects, they get 10 days to send back a "Declaration of Opposition," and a judge hears it.
Walking away costs more. In Bell Gardens, VC 22523 makes it an infraction when an abandoned car goes unredeemed by its last registered owner. If the Bell Gardens lien sale comes up short, the owner pays the rest. A filed report of sale clears them. See towed or impounded.
What a city may do without asking
California gives cities broad power. Under VC 22660, any city may pass an ordinance letting it clear "abandoned, wrecked, dismantled or inoperative vehicles" off private or public land as nuisances and collect the cost. In Bell Gardens, VC 22669 lets a peace officer or a city worker assigned to the job haul off a car they believe is abandoned, whether it sits on a street, public land or private land. A Bell Gardens car on the public right-of-way can be hauled off on the spot if it has no motor, gearbox, wheels, tires, doors or windshield.
Cheap cars move fastest. For an abandoned Bell Gardens car worth $500 or less, VC 22851.3 lays out these steps:
- a notice posted on the Bell Gardens car 72 hours ahead of removal (skipped when the car is worth $300 or less and removed under 22669(d));
- the owner hears about the Bell Gardens tow within 48 hours;
- disposal allowed starting 15 days after that notice, with a 10-day window to demand a hearing.
Moving it somewhere else won't help
Moving a Bell Gardens car that won't run onto another street, or onto a lot nobody gave you permission to use, counts as abandonment under VC 22523. That brings a fine of at least $100, plus proof you covered the removal bill. A proper sale with the paperwork filed is the clean way out.
The state paperwork for a sale
Los Angeles County does not issue titles. The California DMV does, at state field offices and by mail.
- Seller signature. Any lienholder and the Bell Gardens seller both put their names on the California Certificate of Title. The DMV lists no notary step for sellers.
- REG 138. Send it online at DMV or by mail inside 5 days.
- Plates. Standard ones generally stay put. Plates go back to DMV when the owner reports the car as Junk.
- Smog. A car changing hands for wrecking or dismantling is exempt.
- No title. REG 227 costs $28. No bond is needed for a Bell Gardens car under $5,000 that lacks the usual ownership proof. Send a Statement of Facts (REG 256) plus any ownership papers you still have.
- Back fees. Each year a Bell Gardens car goes unregistered adds fees and penalties, except when a Planned Non-Operation was filed.

Questions people ask
- Does Bell Gardens regulate junk cars on private property?
- The city's municipal code was not online when we looked. Bell Gardens may have its own removal ordinance, since Vehicle Code 22660 lets every California city pass one. Confirm with the city before assuming any grace period.
- My car was towed. How long before it is sold?
- Civil Code 3072 covers Bell Gardens cars worth $4,000 or under. Under it, the yard's first step is mailing a "Notice of Pending Lien Sale". Day 31 after that notice is the earliest the Bell Gardens sale can run, and day 41 is the latest. A Bell Gardens owner gets 10 days to return the "Declaration of Opposition" if a court hearing is wanted.
- Can a dead car sit on a side street legally?
- No. Bell Gardens residents break VC 22523 if they abandon a car on a highway, or on any property where they have no permission. Fines begin at $100, and you must prove the removal costs were covered.
