Selling a junk car in Garden Grove

Garden Grove gives a dead car one week. Leaving a car in an "abandoned, wrecked, dismantled or inoperative condition" on private or public property "for a period in excess of seven calendar days" is a misdemeanor. And the city reads inoperative broadly: a car with lapsed tags, or missing the safety gear the Vehicle Code calls for, counts even if it starts. If that sounds like the sedan on your driveway, we buy whole non-running and junk cars. Sell the whole car as it sits, with free pickup anywhere in the US.

Two sections, one rule

Garden Grove covers dead cars in two places. Chapter 8.28 sends cases to a police tow hearing officer, while Section 9.32.170 routes a near-copy of the process through the Zoning Administrator. Each sets the same seven-day ceiling, each treats refusing an abatement order as a misdemeanor, and each blames these cars for conditions that "invite plundering" and "create fire hazards."

The letter and the hearing

Garden Grove's Section 8.28.180 requires a "10-day notice of intention to abate and remove," sent "by registered or certified mail, to the owner of the land on which the vehicle, or part(s) thereof, is located as shown on the last equalized assessment roll." The car's last registered and legal owners get a copy too. It instructs you to get rid of the car "within 10 days from the date of mailing of this Notice."

In that window, a Garden Grove owner can ask the City Manager, or the City Manager's pick, for a public hearing. Silence lets the city proceed with removal. If a hearing happens, the officer rules on whether the car is a nuisance and assigns the administrative and removal costs to the owner of the parcel.

Five calendar days after the order, or five days after a decision is mailed, Garden Grove's code allows disposal "by removal to a scrapyard or automobile dismantler's yard." An appeal to the City Council pushes that to 15 calendar days.

No second life after removal

One clause catches owners off guard. A car the city removes "shall not thereafter be reconstructed or made operable." Only cars that could wear horseless carriage or historical plates escape that rule. So any value left in it has to be captured before the tow, not after.

California paperwork

There's no Garden Grove title office. Titles go through the state DMV, either through the mail or at one of its field offices. You sign where the seller signs. Garden Grove sellers need no notary for a private sale under the DMV's steps. Lost the title? Begin with REG 227.

State air rules can block a private sale of a non-compliant car, but a dealer may still buy it, and so can anyone taking it to be legally wrecked or dismantled. Dismantling also takes the Smog Check off the table. Ordinary plates usually remain on the car, unless you record it as Junk; then they're surrendered to the DMV. Mail or file REG 138 inside five days. Our failed inspection guide covers cars that can't pass.

Measured straight across, Stanton is 2.4 miles off and Westminster 2.7. Fountain Valley and Santa Ana both sit about 5 miles out. See California for state rules.

Getting an offer

Through the form or at (877) 421-6008, share the year, brand, model and odometer, say whether it cranks, and mention if the title is on hand. Our truck can pull up at a strip-mall lot, a cul-de-sac, or the shop whose repair quote ended the conversation.

Questions people ask

Garden Grove says my running car is inoperative. How?
Lapsed registration can do it. Section 8.28.040 adds to the definition any vehicle "without current registration" unless exempted, or one "without the safety equipment required by Division 12 of the California Vehicle Code."
What is Garden Grove's limit for a broken-down car at home?
Seven days. Past that, keeping an "abandoned, wrecked, dismantled or inoperative" car on private or public property is a misdemeanor, unless one of the code's exceptions covers it.
Once the city tows it, can the car ever be rebuilt?
Almost never. A Garden Grove vehicle that has been removed "shall not thereafter be reconstructed or made operable" under the code. The one way out is qualifying for horseless carriage or historical vehicle plates.
