A dead car that ends up on a tow lot from La Habra moves on a short state clock. La Habra cars worth $4,000 or less get a mailed lien-sale notice from the yard first. The auction comes 31 to 41 days later. Any gap is billed to the last registered owner. We couldn't find La Habra's city code online. What follows is California law, and local ordinances may add more.

How a dead car gets removed in California
- Three days on the street. Vehicle Code 22651 allows towing a La Habra car left on a public street 72 hours or more against a city parking ordinance.
- No grace if it's stripped. Under Vehicle Code 22669, a La Habra car on public right-of-way that lacks wheels, doors, windshield, engine, transmission or other essentials can be taken at once.
- Private property. Private lots are city territory: Vehicle Code 22660 authorizes local abatement ordinances.
Notice on a low-value car
Vehicle Code 22851.3 covers abandoned cars the law values at $500 or under, a legal test and not a price:
- Before removal, officials post a 72-hour warning on the car. In La Habra, no such step happens when a car worth $300 or less gets hauled off under 22669(d).
- La Habra has to tell the owner about the tow within 48 hours.
- A La Habra owner gets a 10-day window to request a hearing.
- Fifteen days after the notice, disposal is allowed.
After the tow: the lien sale
Civil Code 3068.1 gives La Habra tow and storage yards a lien. Civil Code 3072 governs La Habra cars valued at $4,000 or less. Under it, the yard must open the sale and send notice within 15 days of the lien's start. From there, La Habra's auction lands 31 to 41 days past the mailing date. A La Habra owner can argue the case before a judge by mailing the "Declaration of Opposition" in within 10 days.
Walking away costs more than the car. Leave an abandoned La Habra car unredeemed in impound, and its last registered owner faces an infraction under Vehicle Code 22523 plus any lien-sale shortfall. Abandonment itself carries a $100 minimum fine. Having filed a report of sale beforehand clears the former owner. Towed or impounded covers your options.
Title and the report of sale
On the title, the seller signs, and any lender on record signs next. DMV gets it from the buyer. No notary shows up anywhere in those DMV steps. That report of sale is DMV form REG 138, and the deadline is 5 days, online or by mail. A dismantling sale needs no smog paper, and standard plates stay put. Questions people ask
- Does La Habra have its own junk-car rule?
- La Habra's code was not available to us online when this page was written, so the answers here are state law. Private lots are city territory under Vehicle Code 22660, which means La Habra may set rules beyond these.
- If my car is towed and I do nothing, am I off the hook?
- No. Vehicle Code 22523 covers an abandoned La Habra car left unclaimed in impound. If nobody claims a La Habra car, its last registered owner commits an infraction. That owner also pays whatever the lien sale doesn't cover, unless a report of sale went in first.
- How long before a towed car is sold?
- For La Habra cars worth $4,000 or less, a pending-sale letter goes to the owner first. The auction comes 31 to 41 days later. Return the Declaration of Opposition by day 10 and a judge takes up your La Habra case.
