Selling a dead or unregistered car in Oxnard
In Oxnard, the registration sticker sets the clock. Section 7-151(O) lists as a public nuisance "any property containing a motor vehicle that has not been registered for operation on a public highway within the preceding six months," unless the car is fully enclosed and out of sight. The car does not need to be wrecked or leaking. Six months of lapsed tags in the driveway is enough. If the car is not worth registering again, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Two rules that catch a car sitting at home
The six-month registration rule. Under 7-151(O), the only way to keep an unregistered car on your lot is to have it "fully enclosed within a building or structure" and "not visible from a public street, public alley, or adjoining public or private property." The rule leaves out a business holding every city approval to sell, repair, assemble or store vehicles.
The storage rule. Oxnard amended its property maintenance code in Section 14-121 to say that "inoperative, unregistered, or unlicensed motor vehicles, motorcycles, vessels or trailers shall not be parked, kept, or stored on any premises." A stored vehicle also may not be "in a state of major disassembly, disrepair, or in the process of being stripped or dismantled." The code does allow "major overhaul, including body work," but only "inside a structure or similarly enclosed area designed and approved for such purposes."
That second rule matters if you meant to strip the car for parts in the driveway first. Part it out or sell it whole weighs that choice.
When the city removes a car
Section 7-25 calls an abandoned, wrecked, dismantled or inoperative vehicle "on private or public property, not including highways" a public nuisance. Most Oxnard removals begin when the city sends a notice of intention to abate with a ten-day window.
Section 7-33 lists when that notice can be skipped. One case is when the owner "has signed a disclaimer/waiver of liability" or a release of interest. The other covers a car that "is inoperable due to the absence of a motor, transmission, or wheels, or is incapable of being towed, or is valued at less than $200." The city manager must also find it a danger to public health or safety right away. The whole section "applies only to abandoned vehicles located upon property that is zoned for agricultural use or not improved with a residential structure." So on a lot with a house, neither case skips the notice.
For zoning, Section 16-10 counts "junked, dismantled or wrecked motor vehicles or parts thereof" as junk. The same section defines a "used car junk area" as property used to store, keep, buy or sell wrecked, scrapped or dismantled vehicles or their parts.
Streets, trailers and tows
Oxnard is strict about trailers. Section 8-44 says "no person shall park or leave standing on any street, alley or public property a non-motorized vehicle that is detached from a motor vehicle." That covers a trailer with a dead car on it. Even the listed exceptions, for loading and nearby construction work, run out after a day. For cars, state law permits a tow once one sits "72 or more consecutive hours" at the curb in breach of a local rule.
After a tow, the yard holds a possessory lien on the Oxnard car. For an Oxnard car worth $4,000 or less, the yard must start a lien sale within 15 days of the lien arising. Once the owner is mailed a "Notice of Pending Lien Sale," the Oxnard car is sold 31 to 41 days later. Mail back a Declaration of Opposition within 10 days and a court hears the case. Towed or impounded covers what to do next.
California paperwork for an Oxnard seller
Ventura County is not where titles happen; California's DMV field offices handle them. The seller signs the title along with any lienholder. Oxnard's private-sale steps from the DMV don't include a notary. If the title is missing, file REG 227 before anything else.
A car that sat unregistered usually carries back fees. Without a Planned Non-Operation (PNO, REG 102) on file, the DMV collects registration and late penalties for every year it lapsed. Car sitting for years explains how that plays out in a sale.
Selling for dismantling takes the Smog Check off the table. If a car doesn't meet California Air Resources Board rules, its only legal buyers are a dealer or someone legally wrecking or dismantling it. Send in REG 138 inside five days. After that, Oxnard parking and traffic tickets dated past the sale stop landing on you.

Questions people ask
- How long can an unregistered car sit on my Oxnard property?
- Six months. Beyond that, Section 7-151(O) treats the Oxnard property as a public nuisance, unless the car is fully inside a building and can't be seen from the street, the alley or neighboring lots.
- Am I allowed to strip down my old car in an Oxnard driveway?
- Not as a long project. Under Oxnard's property maintenance code, a stored vehicle can't be heavily taken apart or stripped, and a major overhaul may only happen in a structure built and approved for that.
- When can Oxnard skip the 10-day notice?
- Section 7-33 drops it when the owner signed a waiver or release. Oxnard can also skip it when a car has no motor, transmission or wheels, can't be towed, or is worth under $200 and the city manager calls it an immediate threat. Each case covers only farm-zoned land or a lot with no house on it.
- Do my plates go with a junk car I sell in Oxnard?
- Regular California plates remain with the car. For a fee, personalized and special plates can go on a different car. For an Oxnard car recorded with the DMV as Junk, the plates go back to the DMV.
