Selling a junk car in Pomona
Pomona's nuisance list does not care whether a car runs. Any vehicle "parked or stored on vacant private property," from automobiles to camper shells and motor homes, is a public nuisance "regardless of condition or capability of self-powered movement," unless another part of the code permits it. So a dead car parked on an empty lot is a problem on day one. We buy whole non-running and junk cars. You can sell the whole car as it sits, with free pickup anywhere in the US.

The home-repair limits
Section 18-222 also reaches the driveway project that never ends. Fixing or taking apart a car at a home, where the work "can be seen from the public right-of-way," becomes a nuisance unless it wraps up and the evidence is gone "within one day after the repair or dismantling was begun." The code lists that evidence: "tools, equipment, motor oils and other fluids, rags, spills, parts, and debris." The car must also be "owned or leased by, and registered to, a person that permanently resides at the premises." Stripping a cousin's car in your side yard doesn't qualify.
The same section names "abandoned motor vehicles" alongside junk piles that could hurt someone. If you're torn between a slow part-out and one clean sale, how to sell a car for parts lays out the trade-offs.
What Pomona calls inoperative or abandoned
Section 58-231 holds the terms the rest of Pomona's code borrows. A car is inoperative when it shows signs such as having "no license plates, registration tags or other evidence of current state department of motor vehicles registration." It's abandoned once left "upon a highway, street, road, alley or other public thoroughfare or offstreet parking facility for 72 or more consecutive hours."
Out on the street, Section 58-174 lets an officer authorized by the police chief cite or tow a car parked past 72 hours. Large vehicles get far less rope: four consecutive hours at most, and never between 8 p.m. and 7 a.m.
Selling it the California way
Title work happens at the state DMV, either over the counter or by sending the papers to Sacramento. On a Pomona sale, your signature goes on the title and the buyer hands it in along with the $15 transfer fee. Nowhere do the DMV's seller steps mention a notary. With no title at all, begin with REG 227.
Dismantling exempts the car from the Smog Check. The usual plates stay on the car, with one exception: an owner who records the car as Junk gives them up to the DMV. Get REG 138 in, online or by post, inside five days so tickets after the sale stay off your record.
