Rosemead's rules for a car that no longer runs
In Rosemead, a fence does not solve a dead car. The city's zoning code says any vehicle that is inoperable or lacks current registration "shall be stored entirely within an enclosed structure," and adds that "No such vehicle or trailer shall be parked or stored in any yard on residential property." On lots packed into 5.162 square miles, that usually means the garage or nothing. If the garage is full, we buy whole non-running and junk cars, and you sell the whole car as it sits.

The yard rule, Section 17.112.080
Two conditions trigger it, and either one is enough: the car does not run, or its registration has lapsed. Once that is true, the car "shall not be in plain view of the street." The code also bars it from "any yard on residential property." The code does not list a grace period in the lines we have.
On the street: 120 hours, then the Sheriff
Section 10.12.020 hands the job to the Sheriff: "The Sheriff shall remove to a safe place every vehicle which has been parked or left standing upon a highway for one hundred twenty (120) or more consecutive hours." Moving a dead car into the street to clear the driveway is no fix. State law also lets Rosemead tow a car that sits 72 hours against a local parking rule.
Selling from the curb
Section 10.12.130 does let one vehicle sit on a public street for 30 days while it is for sale. The catch is in the next lines: it "must be registered to the occupant living at the address," and may be parked only on the street fronting that address. A car registered to a relative who moved out does not qualify.
If it was already towed
A Rosemead tow yard that takes the car gets a possessory lien through Civil Code 3068.1. 15 days is the deadline to begin the lien sale on a Rosemead car the law values at $4,000 or less (a legal cutoff, not a price). Abandoning it instead backfires. Under VC 22523, the last registered owner faces an infraction and owes whatever the sale doesn't cover. Only a filed report of sale gets them off the hook. Our towed or impounded guide walks through it.
Paperwork for a California sale
Sign the Certificate of Title, with a listed lender signing too. In Rosemead, the buyer takes it to DMV and covers the transfer fee. The DMV's private-sale steps don't call for a notary. File REG 138 within 5 days, and tickets or lawsuits from after the sale fall on the new owner. Rosemead sellers can file through dmv.ca.gov/nrl or mail the paper version to P.O. Box 942859, Sacramento, CA 94259-0001.
Standard plates usually stay with the car. For a fee, owners can move vanity or other special plates to another car. Recording the car as Junk means giving its plates back to the DMV. A car that refuses to start at all has its own page: car doesn't run.

Questions people ask
- Is a fenced Rosemead backyard an acceptable place for a dead car?
- Not under Section 17.112.080 as written. It says an inoperable or unregistered vehicle must be out of plain view of the street and stored entirely within an enclosed structure, and that none may be parked or stored in any yard on residential property.
- What is the street parking limit in Rosemead?
- Section 10.12.020 has the Sheriff remove any vehicle parked or left standing on a highway for 120 or more consecutive hours.
- Is curbside For Sale parking allowed for a broken car?
- Section 10.12.130 allows one vehicle on a public street for up to 30 days, but only if it is registered to the occupant of the address and parked on the street in front of that address. A car registered to someone who does not live there does not fit that rule.
