Selling a junk car in Sanger
A Sanger car can count as "inoperative" with nothing wrong with it. Section 38-24.14 covers a vehicle that is "mechanically incapable of being driven." It also covers one "prohibited from being operated on a public street or highway" under the Vehicle Code sections on registration, plates and equipment. So a running car with long-expired tags can fall under the same rules as a wreck.

Three days, then an infraction
Section 70-207 makes it "unlawful and an infraction" to abandon, park, store or leave a vehicle "in an abandoned, wrecked, dismantled or inoperative condition upon any private property or public property, not including highways, within the city for a period in excess of three days." The same section goes on to list exceptions. Check the code page if the car is in a garage.
The notice and the ten-day window
After an inspection, 38-24.14 lets the city manager issue a notice and order to remove the car as a public nuisance. The notice form in 70-199 works like this:
- Sanger's letter goes out registered or certified, with one copy for the car's owner and one for the landowner.
- The landowner is told to clear the car "within ten days from the date of mailing of this notice." Otherwise the city removes it, with "the costs thereof, together with administrative costs, assessed to you."
- The landowner or the car owner has that ten-day window to request a public hearing from the Sanger city manager. If no request comes in, "the chief of police shall have the authority to abate and remove" the car.
Section 70-200 adds that a landowner's sworn written statement denying responsibility "shall be construed as a request for a hearing which does not require his presence." The hearing notice goes out at least ten days ahead.
Two more points from 38-24.14. Entry onto private land in Sanger happens only "with permission or warrant." A towed car "shall not be reconstructed or made operable", except one eligible for horseless carriage or historical vehicle plates. The city must report a removal to the DMV within five days.
On Sanger streets
Under 70-59, a city police officer may remove any vehicle "parked or left standing upon a street or alley for 72 or more consecutive hours." The same section covers cars in posted no-parking zones and cars blocking street work or utility jobs.
California title, plates and smog
Fresno County has no title counter. Titles go through California's state-run DMV field offices.
- Title. You sign, and so does a lienholder if one is listed. It's then up to the buyer to turn it in with the $15 transfer fee. There is no notary step in the DMV's seller instructions.
- Release. Sanger sellers file REG 138 within 5 days, mailing the paper form or using dmv.ca.gov/nrl.
- Plates. Ordinary plates stay with the car in most cases.
- Smog. No smog check is needed if a Sanger buyer will wreck or dismantle the car.
- Expired registration. Without a Planned Non-Operation on file, the DMV collects fees and penalties for the lapsed years. See car sitting for years.
Lost the title? Start with REG 227, which costs $28.

Questions people ask
- Can an unregistered car that still runs be inoperative under Sanger's code?
- It can. Section 38-24.14 deems a car inoperative if it is mechanically incapable of being driven, or if it is barred from public streets under Vehicle Code sections 4000, 5002, 24002 or 40001. Those sections deal with registration, plates and equipment.
- On my Sanger lot, what is the limit for keeping a wrecked car?
- Three days. Section 70-207 makes it an infraction to leave a vehicle "in an abandoned, wrecked, dismantled or inoperative condition" on private or public property, highways excluded, for "a period in excess of three days," with some exceptions.
- May Sanger code staff enter my lot to inspect the car?
- Only with permission or a warrant. Section 38-24.14 lets enforcement staff enter under section 38-24.3 to examine a car, identify it, and remove one declared a nuisance.
- Do California plates come off when I sell a junk car?
- Normally they stay on the car. The exception is a car you ask the DMV to record as Junk. Its plates are turned in to the DMV.
