Junk and dead cars in East Haven
In East Haven, a car that will not run or has no valid registration becomes an "abandoned motor vehicle" once it is "left in one location for a continuous period of more than twenty-four (24) hours." Section 12-17 sets that definition, and the town's junk-car process grows out of it. For an East Haven owner in that spot, we buy whole non-running and junk cars: sell the whole car as it sits, with free pickup anywhere in the US.

From complaint to sticker
Section 12-19 starts with a complaint. The enforcement officer must "personally inspect the site" and decide whether the car really breaks Section 12-18. If it does, Section 12-20 has a written notice served on the landowner, in person or by mail.
The sticker on the car is blunt. It orders that the vehicle "must be removed within thirty (30) days from the date hereof" unless the notice is contested by asking for a hearing. Ignoring it carries "a civil fine of fifty dollars ($50.00) per day," counts as consent for the town to come onto the property and take the car, and "shall amount to a waiver of any claims to the vehicle or its contents." The owner is also billed for removal, notices and any legal work.
Why the 30 days matter for a sale
An uncontested finding is treated as "conclusive evidence" of three things: the car is abandoned, its value in its current shape is $100 or less, and damage has left it unusable. Once the town removes it under Section 12-24, "title to such motor vehicle shall, upon taking custody of such motor vehicle, immediately vest in the municipality." Put simply, after a town tow the car is East Haven's. Selling inside the 30 days keeps that choice with you.
The town's property-maintenance rules point the same way. Section 10-93 counts automobiles, boats and recreation vehicles "which are unregistered and/or missing parts, not complete in appearance and in an obvious state of disrepair" as signs of dilapidation.
Snow and a car that will not move
A dead car on an East Haven street becomes a problem the moment flakes appear. Under Section 11-46, a parking ban starts "immediately when snow begins to fall" and lasts "until thirty-six (36) hours after the snow event has ended." Cars must be in driveways or other off-street spots where those exist. The mayor or police chief may even start the ban up to 24 hours before forecast snow. If the mayor declares a snow emergency under Section 11-48 and a removal order is ignored, the car can be "towed at the owner's expense."
The Hamden DMV office
East Haven has no title counter of its own; Connecticut's DMV handles titles. We looked at its Hamden office, 1985 State Street, roughly 4 miles northwest of East Haven's center as the crow flies.
Connecticut paperwork for an East Haven sale
A bill of sale can be the DMV's Form H-31 or one you write. A homemade version lists the VIN, color, year, make and model, both parties' names and addresses, the price and the date, and carries your signature. East Haven sellers sign the title on the back for the buyer. Connecticut forbids a licensed recycler from receiving a car required to have a title unless the title comes too. After pickup, keep the plates, cancel the registration, and leave liability coverage in place until the DMV confirms the cancellation. After you sell and the Connecticut page have more.

Getting an offer
Reach us at (877) 421-6008 or through the form. Name the car, give a rough mile count, and say if it starts. If a town sticker is already on the windshield, the date printed on it helps. Pickup can be in an East Haven driveway, a yard or a lot.
Questions people ask
- How long do I have after an East Haven junk-car notice?
- Thirty days from the date printed on it, unless you contest it by requesting a hearing.
- What happens if the town tows my car?
- Under Section 12-24, title vests in East Haven the moment it takes custody. Ignoring the notice also brings a civil fine of $50 per day, and the owner owes the removal, notice and legal costs.
- Can a dead car stay on an East Haven street when it snows?
- No. A ban begins as soon as snow starts falling and runs until 36 hours after it stops, and cars belong off the street wherever a driveway or other off-street spot exists.
- Does a recycler in Connecticut need my title?
- Yes, if the car needs one. Without it, state law keeps a licensed recycler from accepting the car. A car past 20 model years has no title and sells with Form Q-1.
