Watertown's junk car rules, and selling yours

In Watertown, a current registration answers only one charge: that the car is abandoned. The blight code says "it shall be a defense that the vehicle is not abandoned if it is currently registered" with a motor vehicle agency. It does not excuse a car that is inoperable, and a lapsed registration on a car nobody drives brings it closer to the town's definition of junk. If that's where yours is, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Watertown included.

How Watertown defines a junk car

Section 6-153 opens with a long list: "any unregistered, inoperable car, truck, aircraft, camper, motorcycle or moped," then boats, tractors, trailers and riding mowers. Inoperable means "no longer being used for its intended purpose," shown by two or more listed conditions.

Read the count slowly. One line holds that "more than two unregistered or inoperable vehicles constitute junk." Another names "the storage or parking of two or more unregistered and inoperable motor vehicles." Those numbers disagree, so a Watertown household with two dead cars should treat the rule as already in play.

Section 6-154 frames it as blight, listing "the parking of more than two unregistered and inoperable cars, boats, campers, motorcycles or other inoperable machinery, or a combination thereof, on the property or the public right-of-way," and "abandoned motor vehicles on the premises unless properly permitted as a junkyard." A blight enforcement task force, or another official the town manager picks, decides when a condition threatens health or safety.

Winter on Watertown streets

Shifting the problem car to the street fails from December into spring. Section 30-126 bans parking on any town street "between December 1 of each year and April 1 of the following year," from midnight until 7 a.m., storm or no storm.

When a snow emergency is declared, section 30-125 also bars leaving any vehicle where it would obstruct traffic or plows, apart from brief loading stops. To get back a car towed under these rules, section 30-130 has the owner "furnish evidence of his identity and ownership, sign a receipt for such vehicle," and "pay the fine, the fee for towing, and charges for storage."

Paperwork for a Watertown sale

Titles in Connecticut are a DMV matter. For Watertown the location we looked at is close by: 2210 Thomaston Avenue in Waterbury, 3 miles or so east of central Watertown, as the crow flies. On a private sale, the seller signs the reverse of the certificate, supplies a bill of sale and keeps copies; registering and retitling then falls to the new owner.

Letting the registration quietly lapse is the wrong move. Watertown, like any Connecticut town, may flag an owner as behind on taxes, and that flag obliges the DMV to block registrations in the owner's name; an insurance or emissions lapse can also suspend one. Cancel instead. The plates come home with you, the cancellation happens online, and its receipt is your record. Eligible cars get a refund offer during that process, paid by check from the State Comptroller. Your liability coverage should stay active until the DMV shows the registration cancelled. Registration hold deals with blocks already in place, and the Connecticut page has the wider state rules.

Questions people ask

At what number do dead cars become junk under Watertown's code?
The code gives two counts. One line says more than two unregistered or inoperable vehicles; another lists storing two or more. With a pair of dead cars on a Watertown lot, assume the rule already reaches you.
Can a car sit on a Watertown street overnight between December and April?
No. Section 30-126 forbids parking on any town street from midnight until 7 a.m., each night of that winter stretch, running or not.
What does Watertown ask for before releasing a car towed in a snow emergency?
Evidence of identity and ownership. Section 30-130 also requires a signed receipt and payment of the fine, the towing fee and any storage.
