West Hartford: selling a car that's dead or junk
The agency that issues every Connecticut title has an office about 6 miles southeast of the middle of West Hartford, as the crow flies, at 60 State Street in Wethersfield. Even so, most sellers of a junk car never need to go there. The title is signed at home, and the plates are cancelled online. Got a car that quit running? We buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

What applies to a dead car in West Hartford
We could not find West Hartford's code online. So this page covers Connecticut law, and local rules might add to it. If a notice ever comes from Town Hall, read it closely, because it will name the rule behind it.
Every Connecticut town, West Hartford included, may write blight regulations covering houses and commercial sites, provided owners receive written notice plus a reasonable opportunity to cure. Cars are not mentioned anywhere in that statute. Whether a car in a West Hartford driveway counts as blight depends on the town's own ordinance.
State clocks that run everywhere
These come from Chapter 246 of the Connecticut General Statutes:
- 24 hours abandoned. Past one day left on a road or a neighbor's land, an abandoned car earns its owner an infraction, $85 at minimum.
- 24 hours after a sticker. Officers may tag a seemingly abandoned or unregistered car; one day later it can go into storage, owner paying.
- 48 hours to notify. Police or a parking authority holding the car must post certified letters to owner and lender within 48 hours.
- 10 days to contest. A West Hartford owner then has 10 days to dispute the tow.
- 15 or 45 days to sale. Cars valued at $1,500 or under can be sold off after 15 days; pricier ones wait 45, except where the town already owns the title.
One more path exists. A car worth $500 or less that West Hartford police find unusable, abandoned-looking and without valid plates ends up titled to the town and sent to a licensed recycler. Its former owner has one year to claim what the sale brought, minus costs; afterward the town keeps it.
Paperwork for a West Hartford seller
The Connecticut DMV seller checklist is short:
- Sign the back of the certificate of title for your West Hartford car.
- Your West Hartford buyer also gets a bill of sale. Form H-31 does the job in West Hartford, or write your own with buyer and seller addresses, its color, VIN and model details, the price, the date and your signature.
- Copy everything before it leaves your hands.
You won't need a notary for any of it. Lost the title? Mail in Form H-6B with $25, and a replacement arrives within 20 business days. For anything beyond 20 model years, there is no Connecticut title to find; Form Q-1 alongside your newest registration fills the gap. See junk car with no title.
The plates and the tax rolls
Plates stay yours. Cancelling online produces a plate disposition receipt, and that receipt is the only release Connecticut offers. West Hartford keeps taxing the car until DMV records the cancellation. Got a surprise bill anyway? Show the West Hartford assessor that receipt and your bill of sale.
Ignoring car tax has a cost beyond the bill. Once West Hartford flags someone as delinquent, DMV has to refuse every registration under that name.
