Selling a junk car in Windham
Windham does not just regulate junk cars; it bans them. Section 8-41 says "Any abandoned or junk vehicles and any discarded motor vehicle parts, as hereinafter defined, are prohibited within the territorial limits of the Town of Windham." If one of those is in your yard, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Two clocks for loose parts
Car parts become discarded parts under Section 8-41 once they sit "on private property for a period of 30 consecutive calendar days, or on public property for a period of 24 hours." The definition reaches a long way: metal, glass and other material "which has been part of or is intended to be a part of any motor vehicle."
Notice, then removal
The Chief of Police or the chief executive officer can name people to enforce the article. If one of them spots a junk vehicle or thrown-out parts on private land, they can send written notice by regular mail or another listed way. It goes to the person who owns or runs the land, and to the car's owner if known.
If the car is still there on the date set in the notice, the official may have it taken to a licensed vehicle recycler's yard or another authorized place. When the notice sets no date, the deadline is 30 calendar days. Oddly, the same 30 days apply when the notice uses "the word "immediate," or any form thereof."
On public property, officials can remove an abandoned vehicle or parts first. The owner, if known, gets written notice before, during or soon after the removal, saying where it was taken.
The DMV office in Norwich
Titles in Windham come through Connecticut's DMV. We checked the office at 173 Salem Turnpike in Norwich, roughly 14 miles south of Windham's center measured straight. Most offices take appointments.
Title, plates and a recycler
A recycler is where many junk cars end up, so the title matters. Under state law, a licensed recycler can't take a car that must have a title unless the title, or an insurer's copy, comes with it and the recycler stamps it "JUNKED". The exception is a car older than 20 model years: Connecticut never titles those, and a Windham seller passes on Form Q-1 plus the newest registration instead.
Once the car is gone, the plates stay with you. Cancel the Windham car's registration and save that receipt, since Connecticut offers no other release. Hold liability insurance until the DMV completes the cancellation. Should Windham tax the car again, mail its assessor that receipt with your bill of sale copy. See after you sell and the Connecticut page.
