Selling a junk or dead car in Hallandale Beach
Hallandale Beach does not have to prove a parked car is broken. Section 13-41 makes keeping one "without a currently valid license tag registered and affixed" into "prima facie evidence that the vehicle is not in a movable condition." So a car with a lapsed tag starts out presumed stuck. When yours is done, we buy whole non-running and junk cars: sell the whole car as it sits, with free pickup anywhere in the US.

What 13-41 rules out
Apart from service stations, repair shops and tow-storage yards, nobody in Hallandale Beach may park or store:
- a "wrecked or junked motor vehicle"
- a car "without wheels and tires mounted"
- a car "not in a movable condition"
The single exception for everyone else is keeping it "within a completely enclosed building."
The residential parking rule, Section 28-33, lists where ordinary cars may go: a hard-paved driveway, an area the city permitted for parking, the corner street side yard, or the side and rear yards. Then comes the catch: "These provisions do not permit parking or storage of junked, wrecked, inoperable or service activity vehicles." A car breaking that section on a public right-of-way or swale can be towed if nobody fixes it "within 24 hours of notification."
Two ways the city ends up towing
Section 28-173 gives the parking enforcement division towing power on rights-of-way and public parking areas. Two triggers matter for a car that has quit:
- it stays illegally parked and unattended "continuously for more than 24 hours after a parking citation has been issued"
- its registered owner has ignored at least five parking citations and was mailed a warning ten or more calendar days earlier
Towed off a private lot
Section 28-186 covers towing from private property without the owner's consent. Away from single-family homes, the lot must carry a permanent sign whose bottom edge sits at least four feet off the ground, and it must stand for 24 hours before any car is taken. Within 30 minutes of a tow, the operator tells the police department the storage site, the time, and the car's make, model, color and plate. Get there before the truck leaves and the car must be unhooked for "a reasonable service fee." Tow operators must also file their rates with police and post the same schedule at the lot.
Florida law limits where the car can go. Section 715.07 caps the storage distance. A county of 500,000 or more people keeps the tow lot inside a 10-mile radius of where the car was hooked; anywhere smaller, the radius is 15 miles. Read towed or impounded for the steps after that.
Florida title and plate rules, from here
Broward's FLHSMV list includes the Plantation office, 1800 NW 66th Ave. in Suite 101, phone (954) 765-4697. It lies about 13 miles northwest of Hallandale Beach's center, measured as the crow flies.
Hallandale sellers sign the title without a notary. The front of a paper title asks you for the buyer's name and street address, the mileage, what the car sold for and the date. Electronic titles take a trip: both parties show up at a service center with photo identification, reassign the title there and state the mileage. Once the car is sold, unscrew the tag. It is still yours, good for a replacement vehicle. Your last job is the state's sale report, HSMV 82050, filed no more than 30 days later.

Questions people ask
- My tag lapsed. Can Hallandale Beach call the car junk just for that?
- It counts against you. Section 13-41 says parking or storing a car without a currently valid tag, registered and affixed, is prima facie evidence that it is not in a movable condition, which is one of the conditions the section bans outside a completely enclosed building.
- Can a car that won't run sit in my side yard instead?
- No. Section 28-33 allows cars in side and rear yards, but it then says those provisions do not permit parking or storage of junked, wrecked, inoperable or service activity vehicles. Section 13-41 requires a completely enclosed building.
- I caught the tow truck hooking up my car on a private lot. What are my rights?
- Under Section 28-186, if the owner or person in control arrives before the car is removed, it must be disconnected and released without interference on payment of a reasonable service fee.
