Selling a junk or dead car in Moscow, Idaho
The form that matters most after you sell a junk car in Moscow costs $3.50 and takes five days or less. It is Idaho's release of liability. Under Idaho Code 49-526, a Moscow seller who files it no longer answers for tickets, tow bills, storage, repair or service costs the car collects afterward. Skip it, and the car is still tied to you on paper wherever it ends up.

Filing the release
The statement goes to ITD within five days of delivery to the buyer. Be accurate. It is unlawful to file a release you know has false information on it. Keep a copy with the date you handed over the keys.
What we could not check
We couldn't locate Moscow's city code online, which leaves no city section for us to quote. Idaho law below applies inside the city, and a city rule on dead or unregistered cars on a lot or street could still apply on top of it. If a notice is already taped to your windshield, that notice is the rule to follow; see notice to remove a car.
A dead car left on a road
Idaho forbids leaving a car abandoned beside a highway, and on land you do not control unless its owner or occupant agrees. A car left by the road may get a notice saying a tow comes after 48 hours. With current plates, a Moscow officer tries reaching the owner first, but the car is towed anyway if no one answers. Next, the tow company tells ITD about the tow inside 1 business day. More notices then go out by first-class mail. This is exactly the chain a filed release keeps off your name once the car is sold.
Title paperwork through Latah County
Private-sale title paperwork goes to the Latah County assessor's motor vehicle office. If the buyer waits past 30 days, a $20.00 late-filing penalty is added.
Your part is to sign over the current title. If a lienholder is listed, get their release as well. For a car newer than 2010 and lighter than 16,000 lb, add an odometer disclosure. If the car is not going to be driven again, "for junk only" goes on the face of the title, and no one may then operate it on a highway. If the title is lost, see selling with no title.
Plates stay with you
Idaho keeps the plates and registration card with the seller. Pull them before the truck leaves. You can move the plate to your next car once it is registered, for a $5 transfer fee.
