Selling a junk car in Elmwood Park
We could not find Elmwood Park's village code online, so this page leans on Illinois law. That matters more than usual here: 23,675 people share 1.908 square miles, so a car that never moves is hard to hide. Elmwood Park could layer its own ordinance over state law, so confirm any deadline with village hall. If you would rather be done with the car, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

What the state lets a village do
There is no blanket statewide ban on a dead car in a driveway. Each town decides for itself under Section 11-40-3 of the Illinois Municipal Code. A village may pass an ordinance making inoperable cars in public view a nuisance, on public or private ground alike. It can then fine owners who ignore it, and seven days after its notice its police can haul the car away.
"Inoperable" is a narrow word in that statute. An Elmwood Park car counts when work on or harm to its engine, wheels or other parts keeps it off the road for a week or more, or for a longer span set by local ordinance. Routine service and repair jobs are carved out.
Abandoned cars and the tow lot
Parking a car on land that isn't yours falls under another statute. 625 ILCS 5/4-201 lets police take away a car left in public view on private property that isn't the owner's own, after 7 days or more.
After a tow, the car's age decides what happens next:
- Seven model years or younger: after notice, owner and lender get 30 days to claim it. Otherwise it goes to public auction, to the towing company, or to a licensed rebuilder, scrap processor or parts recycler.
- Older than seven years: police keep it for 10 days or more while trying to find the owner, and then can approve disposal as junk or salvage.
Handing over the paperwork
Cook County doesn't title cars. Every Illinois title comes out of the Secretary of State's office, by mail through Springfield or over the counter at one of its facilities. From the SOS seller guide:
- Pull the plates before the car leaves your curb. They are yours, and a buyer can't legally use them.
- Sign and date the title where it says Assignment of Title. The SOS seller steps list no notary.
- Record the day and the amount on a bill of sale, and keep the buyer's name and address with it.
- Fill in the Notice of Sale printed at the foot of the title and post it. No stub on yours? Download a VSD 703.
To replace a missing title, file form VSD 190, check the Duplicate Title box, and pay $50. Illinois says no if an original was issued less than 15 days ago or a duplicate less than 30 days ago. More in junk car with no title.
Junking certificates
When a car is headed for scrap, Illinois uses a junking certificate rather than a new title. Anyone at all can receive one by assignment. Salvage certificates are tighter: Illinois lets only licensed rebuilders, scrap processors and auto parts recyclers, or a salvage buyer from another state, take one.

Questions people ask
- Does Elmwood Park have a junk-car ordinance?
- We couldn't find Elmwood Park's village code online, so there's no text to quote here. Illinois lets each municipality write its own inoperable-vehicle ordinance, so Elmwood Park could have one we did not see. Village hall can confirm.
- My car is waiting on a repair. Does Illinois count it as inoperable?
- No, a car sidelined for routine service or a repair in progress is excluded. The state test is a week or more of being unable to drive itself because an engine, wheels or other parts were pulled, altered or damaged.
- What happens to an abandoned car that is never claimed?
- State law splits by age. When a car no more than seven model years old goes unclaimed by owner and lender for 30 days after notice, it goes to public auction. Anything older sits a minimum of 10 days while police look for the owner, then can be junked or sold for salvage.
- Does a junk car from Elmwood Park need a title to be scrapped?
- Illinois handles junked cars with a junking certificate. The owner applies within 15 days, and no title is issued again afterward. With no lender on the title, the owner can keep the paper title and still get the certificate.
