Selling a junk or dead car in Hanover Park

Hanover Park's rule for a dead car comes down to the cover, and the cover has to hide the plates. The village's version of the property maintenance code says an inoperable car "not in a garage, may be parked, kept, or stored if enclosed in a commercially-manufactured, opaque and form-fitting vehicle cover which covers the locations of the licenses." A loose tarp over the hood does not count. If the car has reached the cover-or-garage stage, we buy whole non-running and junk cars, and you sell the whole car as it sits.

The ticket and what it costs

Section 18-101 also spells out how a citation is handled. A compliance ticket can be closed for $30 if paid within ten days of the violation, or $50 after that, as long as no notice to appear or complaint has been issued yet. Past that point, you either pay the fine or go before the village adjudicator.

Loose parts count too. In a residence district, the code bans "vehicle parts or accessories, whether covered or uncovered," from the front, side or corner side yard, or any off-street parking area. A stack of spare wheels beside the driveway is its own violation. Our missing parts guide covers selling a car that has been partly taken apart.

When a car on the street becomes a tow

The towing definitions in Section 62-18-001 cover several ways a car on the public way or in a public lot becomes towable:

  • it sits "in such a state of disrepair that it is incapable of being driven"
  • it "has not been moved for a period of at least 24 hours" and looks abandoned
  • it displays "no valid license plates" or has no registration on file
  • it "prevents and obstructs snow removal"

Police can tow an illegally parked car under Section 62-11-1330 if it creates a hazard, blocks a hydrant or could get in the way of emergency vehicles. Fines run from twenty-five to five hundred dollars, and "each day a violation exists or continues shall be deemed a separate offense." Leaving a car on another person's private property without consent is unlawful too, under Section 62-11-1325.

Impoundment for listed violations

Section 62-5-001 covers seizure for certain listed offenses. The owner can ask for a preliminary hearing. Reclaiming the car while the case runs requires a $500 cash bond, with the tower paid separately. A penalty left unpaid 30 days past the review deadline makes the car unclaimed, and the village disposes of it.

The Notice of Sale, step by step

You'll find the Notice of Sale stub along the bottom edge of the title. No stub on your title? Then a Hanover Park seller files the "Seller's Report of Sale" (VSD 703) in its place. There's no day limit on the form for Hanover Park, just "immediately." Send it to the Secretary of State at 501 S. Second St., Room 629, Springfield, attention Record Inquiry Division. After filing, the Hanover Park car stops being your responsibility. The signed title is still what hands over ownership.

Keep the plates. Neither Cook nor DuPage County handles titles; that is the Secretary of State's job, and a lost title costs $50 to replace. Both counties fall inside the Illinois emissions testing zone. After you sell has the rest.

Questions people ask

Where may a non-running car be stored in Hanover Park?
In a garage, or outdoors under a commercially made, opaque, form-fitting cover that covers the license plate spots. That comes from the village's changes to the property maintenance code, Section 18-101.
What if I get a ticket for it?
Pay $30 within ten days of the violation, or $50 after that, and the compliance ticket is settled, provided no notice to appear has gone out. Otherwise you pay the fine or argue it before the village adjudicator.
Does mailing the Notice of Sale transfer the car?
No. The state form ends your responsibility for the car but leaves ownership where it was. Only the signed-over title moves ownership.
