Selling a dead car in Oswego
Oswego bans parking on every village street from 2 a.m. to 5 a.m., "except in an emergency." Section 9-4-16 makes no exception for a car that will not start, so a dead car at the curb is breaking the rule every single night. The village's own lots and garages on Harrison Street and Adams Street carry the same overnight ban. If moving it is the problem, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Seven days after the village's notice
Section 6-11-2 defines an inoperable car as one from which, "for a period of at least seven days, the engine, wheels or other parts have been removed," or which has been "altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own power." A car laid up only for a while to be fixed is left out.
Section 6-11-3 sets the deadline: "Any person having an inoperable motor vehicle under his or her control shall dispose of said vehicle within seven days after receipt by said person from the village of notice thereof." The clock starts when you get the notice, not when it was written.
When two inches of snow falls
Section 9-4-8 makes it unlawful to park on village streets "when there has accumulated upon the streets two inches or more of snow." The ban lasts until the street is plowed, the snow is cleared, or the snowfall stops. Any car in the way of plowing is "declared a nuisance and a hazard to public safety," and police may have it towed. If yours will not start, you cannot move it soon enough.
A car towed from someone else's lot
If your car died in a store parking lot, Section 9-14-3 lets the owner of private property have an unattended car towed away. The tow service must tell Oswego police within 30 minutes, with the make, model, color and plate. Get to the car before it leaves and the driver has to let it go, charging at most half the posted rate. You may inspect the car before taking it back, and you cannot be made to sign a damage waiver to get it. See towed or impounded.
Illinois paperwork from Oswego
Oswego sits in both Kendall and Will counties, and titles come from neither. Oswego owners get their titles through the Illinois Secretary of State. You can apply at a state facility in person or mail it to Springfield. To sell:
- At handover, complete the Assignment of Title with your signature. A notary is not among the state's listed seller steps.
- Hold on to the plates; they leave with you, never on the car.
- Oswego sellers should jot down the buyer's name and address, and list the sale date and price on the bill of sale.
- Then promptly send the Secretary of State the tear-off Notice of Sale from the Oswego title, or a VSD 703. That ends your responsibility, though ownership moves only when the buyer retitles.
A scrap car can go on a junking certificate. Its applicant turns in the title within 15 days, except when no lien appears on it. The state emissions area takes in Oswego township in Kendall County plus every part of Will County. A failing car qualifies for a repair waiver on applications from January 1, 2026 once emissions repairs hit $1,176 or more.
How to get an offer
Use the form or call (877) 421-6008. For an Oswego car, the short offer form is all we need. Pickups happen at the car, whether it sits in a garage, a shop lot or your own drive. Close by: Montgomery, Yorkville and Aurora. Statewide rules are on the Illinois page.
Questions people ask
- Can I leave a broken car on an Oswego street overnight?
- No. Section 9-4-16 bans parking any vehicle on any village street between 2 and 5 in the morning, except in an emergency. A car that cannot move breaks that rule every night it stays there.
- What counts as an inoperable car in Oswego?
- In Oswego, Section 6-11-2 covers a car that has sat seven days or longer with the engine, the wheels or other parts gone. It also covers one that changes or damage leave unable to run on its own. A car out for a short repair does not count.
- How long do I have after the village sends a notice?
- Section 6-11-3 gives you seven days after you receive the notice to dispose of the car.
- Does an Oswego car need an emissions test?
- Oswego township in Kendall County and all of Will County are on the state's list of emissions areas. Testing applies to 1996 and newer gas passenger cars once they are four years old.
