Selling a dead car in Cedar Falls

In Cedar Falls, the dead car does not have to be yours for the city to come to you. Section 15-36 says the owner of an inoperable vehicle "and the owner of real estate upon which such inoperable vehicle or vehicle part are found may both be charged." A landlord, a parent with a grown child's car in the drive, or a friend storing one as a favor is on the hook too. If the car is not yours to sell, start with car abandoned on your property.

Ten days, then a new violation every day

The clock starts with a written notice from a police officer or another city official. Under Section 15-38, the car's owner or the property owner must, "within ten days after service of a written notice," either remove the car or repair it. After that, Section 15-36 makes each day the car stays "a new violation of this article."

The rule reaches parts as well as whole cars. An engine on a stand or a pile of fenders behind the garage counts as a "vehicle part," and the same ten days apply, on public or private property.

Snow routes and the city's off-street lots

On streets signed "Emergency Snow Route," Section 23-386 bans parking once a snow emergency is declared, but not right away: the ban "shall not go into effect until two hours after the snow emergency has been declared." It lasts until the city says the emergency is over, and police can tow cars left on the route. Two hours is little help when the engine is dead.

Off-street municipal lots have a limit too, even for permit holders. Section 23-418 lets a monthly permit holder park up to 48 consecutive hours, and a car left longer without moving is "subject to citation for overtime parking and removal by tow at owner's expense."

Old parking tickets

Past-due parking fines can bring the tow truck on their own. If the registered owner owes fines totaling $60 or more, Section 23-359 allows any vehicle registered to that person to be impounded or immobilized after notice. A hearing request has a ten-day window from the notice, and it goes to the city clerk. To reclaim it, you pay the city the fines and fees, and pay the towing and storage straight to the towing company. See tickets or registration hold.

Iowa paperwork in Black Hawk County

County treasurers issue Iowa titles and junking certificates. The seller signs the title's reverse side, prints who is buying, the buyer's address and the day of sale, and hands the buyer the last-registered county and expiration date. For a scrap sale, the buyer surrenders the title to a county treasurer for a junking certificate within 30 days. You can also get the certificate yourself and assign it. Keep the plates.

Lost the title? A replacement is $35.00, with a mandatory 5-day wait after the treasurer receives the application.

Getting an offer

Ask online or call (877) 421-6008. Say which vehicle it is, its mileage, whether it can roll out under power, and where its title is. Got a 15-38 notice already? Give us the service date, since the ten days run from then. Pickup works from a driveway, a garage stall or one of the city lots.

Questions people ask

The dead car in my driveway belongs to my son. Can Cedar Falls charge me?
Yes. Section 15-36 makes whoever owns, occupies or possesses the property responsible for allowing an inoperable vehicle there, and lets the city charge the landowner and the car's owner at once.
How long do I get after a written notice in Cedar Falls?
Section 15-38 allows ten days, starting on the day a written notice is served on you, to remove or repair the car. Each day the violation continues after that is a new violation.
Can unpaid parking tickets get a car towed in Cedar Falls?
Yes. If the registered owner owes past-due parking fines totaling $60 or more, Section 23-359 allows any vehicle registered to that person to be impounded or immobilized once notice is given. A hearing request has a ten-day window from the impoundment notice, and it goes to the city clerk.
