Got a junk or dead car to sell in Frankfort?

Frankfort is home to the Division of Motor Vehicle Licensing, part of the Kentucky Transportation Cabinet. You still cannot hand your title in there. Kentucky takes title paperwork at the county clerk's office, so a Frankfort seller goes to the Franklin County Clerk like everyone else in the county. If the car is a dead one, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US, near the Capitol or out in the county.

City streets: what the traffic code says

Frankfort's Title VII traffic code, Section 72.25(B), says "no person shall park any abandoned vehicle" as state law defines it, or any "junked vehicle, inoperable vehicle or unlicensed vehicle on any city street or in the right-of-way of any city street." The same section's impound list names abandoned and junked vehicles too. In plain terms, a dead car at the curb is something the city can tow. The section title also covers redemption, which means getting the car back after a tow. If yours is already gone, see towed or impounded.

State law adds its own rule. Leaving a car on a city street or county road in a way that looks abandoned is punishable by a fine of $25 to $100 or 10 to 30 days. Three consecutive days creates a presumption that it was abandoned.

Your own property: state law, and maybe a city rule

We found no rule on junk cars on private land in the Frankfort material we read. In Kentucky, each town mostly sets this, not a single state law, so Frankfort might have rules we haven't quoted. Check with Frankfort before you take for granted that a dead car may stay in your yard. If the city does impound a car, state law sets the steps. An impound unclaimed for 10 business days triggers a certified-mail notice. After that letter, the owner has 10 days to get the car back or ask for a hearing. After 45 days from the notice, the car belongs to the local government. A tow company can also sell a car to cover its charges after a certified notice ten days before the sale, and any money left over goes to the owner.

Franklin County title steps

  1. Notarize your signature. The state insists on it. Errors get fixed with a signed, notarized affidavit, never with white-out.
  2. Complete the paperwork for the buyer: the assignment and warranty of title, the transaction record (TC 96-182), and a statement of the mileage.
  3. Keep the plate. Kentucky has left it with the seller since January 2024. A one-time $11 fee transfers it to another vehicle. Your buyer will have to use a temporary tag, their own plate or a fresh plate from the clerk.
  4. Know the 15-day rule. If the buyer still hasn't filed after 15 calendar days, take a notarized TC 96-3 to your county clerk, who pulls the registration until the transfer is done.

Questions people ask

Can I take my title to the state motor vehicle office since it's in Frankfort?
Kentucky's Division of Motor Vehicle Licensing is based in Frankfort, but title, duplicate title and registration paperwork is taken at the county clerk's office. For Frankfort owners that is the Franklin County Clerk.
Can a junked car stay parked on a Frankfort street?
City Traffic Code 72.25(B) bars parking an abandoned, junked, inoperable or unlicensed vehicle on any city street or its right-of-way, and such cars are on the list the city may impound. State law also presumes a car abandoned after three consecutive days on a street.
Is a junk car allowed to stay in a Frankfort yard?
Nothing like that showed up in the city documents we read. Kentucky mostly lets towns decide this, so Frankfort could set its own limits. In Frankfort, ask the city first before you leave a dead car parked.
