Selling a dead or junk car in Greenbelt
In Greenbelt, unpaid parking tickets can follow a car to the state. Chapter 11 of the city code, under the heading "Delinquent vehicles, multiple parking violations," sends the matter to the "motor vehicle administration, who shall refuse registration or transfer of registration of the subject vehicle until" the city's conditions are met. For anyone selling, a blocked transfer is the problem to clear first. If a dead car has a stack of old Greenbelt tickets behind it, settle them before the title changes hands; tickets or registration hold explains the steps.

Boots, tows and the 24-hour mark
The same part of Chapter 11 provides for a "vehicle immobilization device," the boot. The code says a boot "shall be removed from a vehicle or an impound release form issued only upon payment of the appropriate fine for all parking violation notices" on that vehicle. In other words, every ticket gets paid, not just the newest one.
A car left in the wrong spot does not get long. The code allows a vehicle to be "towed from such highway or street and impounded after it has been parked for a twenty-four hours period." An officer can have a car towed "to a garage or vehicle storage area" in the cases the chapter lists.
Work trucks get their own line: the chapter names "any commercial vehicle over one ton in weight parked on any public street, alley, or parking lot." If a dead work truck weighs over one ton and sits on a public street, alley or lot, that line applies. See junk truck or SUV.
No junk-car section found, so state law fills the gap
We did not find a junk-car or inoperable-vehicle section in the parts of Greenbelt's Chapter 11 that we read. Greenbelt could regulate this in another chapter, so a call to the city is wise before leaving a dead car out in the open.
Maryland law applies either way. Transportation Article 25-201 sets two 48-hour lines. Case one: a car parked on private land when neither the owner nor whoever controls it has agreed. The second is a car that won't run, left by itself on public property. Police who take one in must mail the owner a certified notice within 7 days at most, or post notice within 15 days when the mail comes back. If nobody reclaims it, the police department sells it at public auction, and the buyer gets it free and clear of liens.
Title and plates for a Greenbelt car
Maryland issues its own titles through MDOT MVA. You can sell only with a valid Maryland title in your name, so a lien has to be released and any mistake on the title fixed beforehand. On the back you add the odometer reading and your signature, and a co-owner signs as well unless "OR" sits between the names. A title that is lost or torn needs a duplicate: form VR-018, $40.00, by mail, in person or online through myMVA.
If the car went through a flood and its salvage certificate carries the flood notation, the title will show a conspicuous "Flood Damaged" notation. That car can still be sold; see flood damage.
Tags never transfer with a Maryland car. Pull them before the buyer takes the car, and never let the buyer drive on them. Drop them at an MVA tag return box, open 24 hours with no appointment. The tag return is what stops the insurance and registration requirements, so that receipt is your proof. Cancel the policy only after it comes, and file copies of the signed title and your sale paperwork.

Questions people ask
- Can old Greenbelt parking tickets affect selling my car?
- They can. Greenbelt's Chapter 11 provides for the motor vehicle administration to refuse registration or transfer of registration of a vehicle with delinquent tickets until the city's conditions are met. Clear them before you sell.
- Does Greenbelt have its own junk-car rule?
- Not in the sections of Chapter 11 we checked; Greenbelt could still have one in another chapter. State law covers the gap, with 48-hour limits for cars left on someone else's land and for dead cars left on public property.
- How do I get a boot taken off in Greenbelt?
- The code says the boot is removed, or an impound release form issued, only after payment of the fine for all of that vehicle's parking violation notices.
- Where do my Greenbelt plates go after the sale?
- Back to the MVA, by you. Hold the receipt, and drop the insurance only after it arrives.
