Selling a junk car in Sandwich
Sandwich has a bylaw aimed at the car that never moves: Section 3.65, titled "Unregistered Vehicle Storage." The copy of the bylaws we found online did not give us its full wording in a clean form, so we will not guess at deadlines or fines. Check the Sandwich bylaws PDF or call the town before relying on any time limit.

State law behind the bylaw
The state also has its own abandonment rule that reaches Sandwich. Chapter 90, Section 22C lets a Sandwich street officer haul off and scrap a car as refuse. It applies after over 72 hours on a street or private land with no consent, when the job costs more than the car's value. If a notice about your car has already arrived, our notice to remove a car guide walks through the options.
The title, line by line
Titles come from the Registry of Motor Vehicles (RMV). On the transfer section:
- Fill in the mileage.
- Sign it, print your name by hand and date it. The buyer signs, prints and dates too.
- Enter the price if the title has a line for it. If it does not, the buyer must turn in a bill of sale showing the price.
Chapter 90D, Section 15 adds two items to the seller's assignment: the odometer reading as it actually stands, and a warranty of title. No notary step appears in the RMV's seller instructions. The Sandwich buyer then gets 10 days to title the car, paying 6.25% sales tax on top of the $75 title fee, with a licensed insurance agent signing the application.
Very old cars follow a simpler path. In Sandwich, if you own a passenger car of model year 1980 or earlier and bought it before Nov. 26, 1990, was never part of the title system. Whoever buys that Sandwich car gets a bill of sale plus the prior registration.
Plates and the Sandwich excise
The plates are yours to deal with. In Sandwich you can cancel online, then save the receipt and send your insurer a copy. After that the plates go to recycling or get sliced in two. A Sandwich owner may instead move them to a new car, but only within 7 calendar days of the old one going.
The yearly excise bill comes from Sandwich, not the state. Every year Sandwich charges excise at $25 per $1,000 of value, and that stops only once the registration is cancelled. Once a Sandwich seller signs the title over and hands off the car, state law puts later use on someone else. Massachusetts has no release form to file.

Questions people ask
- Does Sandwich regulate unregistered cars on private property?
- The town bylaws include Section 3.65, titled Unregistered Vehicle Storage. The online copy we read did not give its full wording in a clean form, so read the section in the bylaws PDF or ask the town before relying on any deadline.
- What if my old car never had a title?
- If your Sandwich passenger car is model year 1980 or older and you bought it before Nov. 26, 1990, you were never required to get one. For that older Sandwich car, the sale runs on its old registration and a bill of sale.
- Can the plates go on my next car?
- Yes, if they go onto the replacement within 7 calendar days of parting with the old car. There are no temporary plates from the RMV.
