Selling a dead car from Woburn, step by step

For a Woburn seller, timing is the trap. Cancel the registration and the car "cannot be driven on any public way" in Massachusetts. So the title gets signed and the car leaves before you cancel anything. We buy whole non-running and junk cars. Sell the whole car as it sits, and it gets towed away, with free pickup anywhere in the US.

The Woburn sale in six steps

  1. Locate the title. If it's gone, the Title Division in Boston issues a replacement for $25, ordered online or through the mail, with payment made out to MassDOT. Allow up to ten business days.
  2. Write the mileage on the title. Then you and the Woburn buyer each sign, hand print your names and write in the date. The RMV does not call for a notary.
  3. Show the price on your Woburn title when there is a line for it. Otherwise a bill of sale holds it.
  4. Hand over the car. Massachusetts has no release-of-liability form. Instead, c. 90D s. 15 protects a seller who has signed and delivered, even before the buyer's title is issued.
  5. Cancel the registration online once the Woburn car is sold. In Woburn, keep that receipt and pass a copy along to your insurance company.
  6. Retire the plates. Slice them in half or recycle them. They don't go back to the state.

Older-car snags

A loan paid off years ago. The record still needs a signed release letter on the lender's letterhead. The state accepts no faxes or photocopies, "regardless of the age of the loan." If the bank has since merged away, ask early. See lien still on the title.

No title ever issued. Woburn cars from model year 1980 or earlier that were purchased before Nov. 26, 1990 never needed one. No title was ever issued for some Woburn cars. Those still sell with the past registration and a signed bill of sale.

Branded titles. An insurer that totals a car may brand it parts-only (PART), which bars it from Massachusetts registration for good. A "Junked" status marks a car that can't operate and has been scrapped, and that status rules out any future title or registration. Neither brand stops you from selling the whole car for parts.

Woburn's code

We could not locate Woburn's ordinances on the web, so the rules here are state law. Woburn could add local storage or parking limits on top. Statewide, c. 90 s. Under 22C an officer can remove a car "standing more than 72 hours" without the owner's permission and get rid of it as refuse when hauling it off costs more than the car's value.

Excise on a registered car comes from Woburn's assessors, so cancelling after the sale ends that bill too.

Questions people ask

Should I cancel the registration before or after the car leaves?
After. Cancelling first means the car may no longer use public roads in Massachusetts. Sign the title over, let the car go, then cancel and save the receipt.
My old car loan is paid off but still shows on the title. What do I need?
A lender's signed release on its letterhead. For Woburn sellers, the Registry rejects faxes and copies, even on a loan paid off years back.
Does Woburn have its own junk-car ordinance?
Woburn's local rules weren't posted online when we searched, so this part follows state law. Ask Woburn about any local rules.
