Selling a dead or junk car in Eagan
Expired tabs are enough to break Eagan's code. Under Section 10.51 you may not park or keep outdoors any motor vehicle "that is unlicensed, unregistered, inoperable or displaying expired registration tabs, or parts or components thereof." A car can break this rule without being wrecked or stalled. If renewing it makes no sense, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US, Eagan's Dakota County streets included.

The outdoor rule in full
Section 10.51 groups vehicles with household goods and appliances "in an apparent state of discard." The vehicle clause has four triggers: unlicensed, unregistered, inoperable, or showing expired tabs. Any one of them makes outdoor parking or storage a violation. Parts count too, so a stripped engine block on the patio falls under the same sentence as the car it came from.
When a car is treated as abandoned
Eagan's administrative chapter has its own steps. Under Section 2.70, an abandoned motor vehicle includes one that "Lacks vital component parts or is in an inoperable condition such that it has no substantial potential for further use," unless it is "kept in an enclosed garage or storage building." Licensed junkyards are excluded.
If the city tows one, the notice it sends says where the car is kept and that the owner can claim it back. The owner or any lienholder can reclaim the car "upon payment of all towing and storage charges... within 15 days after the date of the notice." If it is sold instead, "the city shall reimburse itself for the cost of towing, preserving and storing the vehicle" and its notice costs out of the proceeds.
Odd days, even days
Winter adds a street rule. The season runs "beginning on November 15 of each year and continuing through April 15." On odd-numbered days only the odd-address side is open for parking, and on even days only the even side, in each case for 12 hours running from 6 a.m. to 6 p.m. A car that cannot be moved cannot switch sides, and Section 9.09 lets the city move a violator under Section 9.12.
Getting an impounded car back under 9.12 takes "proof of ownership of the vehicle, proof of valid state driving privileges, and proof of insurance." A car with lapsed insurance is hard to release.
If an insurer totaled it
Minnesota treats a car as salvaged once an insurer declares or pays a total loss, or damage passes 80 percent of its value. A car from the last six model years (2021-2026) is branded "salvage," and an older one is branded "prior salvage." If it is beyond repair, the buyer turns in the title and applies for a junking certificate. See insurer totaled it and salvage title.
Selling it over in Minnesota
Dakota County sellers can use any deputy registrar in Minnesota for the transfer. Your entries on the title are a signature on the assignment, the sale price where the tax declaration asks for it, the date, a damage disclosure, and mileage for a 2011 or newer car. DVS spells out those seller steps, and a notary is not one of them. Once the car changes hands, Minnesota keeps its plates on it. Get the Notice of Sale to DVS, by mail or online, no later than ten days out.

Questions people ask
- Is it illegal in Eagan to park a car outside with expired tabs?
- Yes. Section 10.51 makes it unlawful to park or store outdoors any motor vehicle that is unlicensed, unregistered, inoperable or displaying expired registration tabs, or its parts.
- If the city takes an abandoned car, can I get it back?
- Section 2.70 gives the owner or a lienholder the right to reclaim it from the city by paying all towing and storage charges within 15 days after the date of the notice. If nobody reclaims it and it is sold, the sale money first repays the city's towing, storage and paperwork.
- Where do I park in winter?
- From November 15 to April 15, Section 9.09 allows parking only on the odd-address side on odd-numbered days and the even-address side on even-numbered days, for 12 hours from 6 a.m. to 6 p.m.
- My insurer totaled the car. What does the title say now?
- Minnesota treats a car as salvaged once an insurer calls it or pays it as a total loss, or the damage runs past 80 percent of its value. Models from 2021-2026, the last six model years, are branded salvage. Older ones are branded prior salvage.
