Selling a dead car in Ballwin
Ballwin's rule on dead cars has no clock at all. Section 15-413 reads, in full on this point, "The open storage of inoperable vehicles or other vehicles deemed by the city to constitute a public safety hazard is prohibited." There is no 48 or 72 hours to wait out, so a car that stops running in a Ballwin driveway is out of line as long as it sits there in plain view.

Where a dead car may stay in Ballwin
The same section lists the only safe spots. Ballwin's rule leaves out "a vehicle which is completely enclosed within a locked building or locked fenced area and not visible from adjacent public or private property." It also leaves out a licensed salvage, swap, junk, towing or storage business acting within its license.
So a closed, locked garage works. A carport or a cover on the driveway does not, because the car is still in the open.
Section 1-2 adds a word you may see on a city notice: a "derelict vehicle" is "any partially dismantled, nonoperating, wrecked or junked motor vehicle."
Two street rules a dead car can trip
- Lights after dark. Under Section 15-264, a car parked on a street between half an hour after sunset and half an hour before sunrise, where light does not reveal objects 500 feet away, must show a white or amber lamp to the front and a red one to the rear. A car with a flat battery cannot do that on its own.
- One hour for trucks. Section 15-278 says "No commercial vehicle or trailer shall be parked for a period of more than one hour, when not in the process of loading or unloading," on streets in the city's dwelling districts.
Title, plates and inspections for a Ballwin car
No notary is needed on a Missouri title. You enter the odometer reading and the sale date, with no correction fluid or erasures. Pull the plates off before the car leaves, even if they have expired.
Ballwin sellers report the sale within 30 days on either form DOR-5049 (Notice of Sale) or DOR-1957 (Bill of Sale). Ballwin sits in St. Louis County. There, a Ballwin seller provides a safety inspection certificate no older than 60 days, plus an emissions inspection also no older than 60 days. If the car can no longer pass, see failed inspection or rust.
Under Section 301.010, a car an insurer wrote off is a salvage vehicle if the damage came within six years of its model year and fixing it would run over eighty percent of its fair market value. When a car is sold to be taken apart, the buyer has ten days to mail the state the title and an $8.50 application to get a salvage certificate. Section 301.227 allows a scrap metal operator to buy a Ballwin car with no title if it doesn't run and has reached ten model years.
