Selling a dead or junk car in Independence
Independence gives a car with lapsed plates one week in the open. The city's property maintenance code says no unlicensed motor vehicle, or one "in a state of major disassembly, disrepair, or in the process of being stripped or dismantled", may be kept in an unenclosed area "for a period of greater than 7 days on any premises." We buy whole non-running and junk cars. You can sell the whole car as it sits before that week runs out, and pickup is free anywhere in the US.

The seven-day rule, and the house it sits at
The 7-day limit appears in Section 4.01.002, the city's changes to its property maintenance code. To hold on to a dead car longer, park it inside a garage or other closed space.
The same section has a catch for homeowners. An owner who has a correction order or notice of violation may not "sell, transfer, mortgage, lease or otherwise dispose of" the property until the order is met, unless the buyer or lender first gets a true copy of it. A dead car in the driveway can follow you to a house closing.
Parking pads are for running cars
Independence's zoning code, Section 14-501-09, says "required off-street parking areas may be used solely for the parking of licensed motor vehicles in operating condition." Required spaces can't be used for long-term storage of vehicles. In residential districts, trucks are limited to those licensed for no more than 12,000 pounds and no longer than 22 feet, apart from delivery vehicles.
Streets and alleys
Under Section 18.25.002, police may remove abandoned property, at the owner's cost, from "any street or alley, left unattended for 48 hours." They may act sooner if it blocks traffic or is a safety hazard. On private property the 48-hour limit applies where signs post a parking limit. Police may also remove any vehicle found on real property in breach of city code Chapters 4 and 14, which is where the 7-day rule lives.
Missouri title and plates
- Missouri titles do not have to be notarized.
- Remove the plates before the car leaves with the buyer. Expired plates come off too.
- Tell the Department of Revenue about your Independence sale inside 30 days. A bill of sale on DOR-1957 does the job.
- A dead Independence car at ten model years or older can go to a scrap metal operator untitled, provided the lien check is clean.
The city's scrap-dealer chapter defines a junk vehicle as one with "no use or resale value except as scrap." Many cars that have sat for years still have more use than that; see car sitting for years.

Questions people ask
- How long can an unlicensed car sit outside in Independence?
- Seven days. The city's property maintenance code bars an unlicensed motor vehicle, or one in major disassembly or being stripped, from being kept in an unenclosed area on any premises for more than 7 days.
- Can police tow a car parked on an Independence street?
- Yes, once it has been left unattended on a street or alley for 48 hours, or sooner if it blocks traffic or is a safety hazard. Section 18.25.002 sends it to a place of safety or a lot chosen by the Chief of Police, at the owner's cost.
- Can I sell my house in Independence while a car violation is open?
- Not without telling the buyer. The property maintenance code bars an owner with an open correction order or notice of violation from selling, transferring, mortgaging or leasing the property until it is fixed, or until the owner gives the new party a true copy of the order.
