St. Peters: when the car in the driveway won't run
Selling in St. Peters usually means two inspection slips, not one. St. Charles County sits on Missouri's short list of emissions areas, so Revenue expects a seller living here to supply an emissions report dated within 60 days, plus the safety certificate. A dead engine rules out driving to either test station. For that spot, we buy whole non-running and junk cars: sell the whole car as it sits, with free pickup anywhere in the US.

No St. Peters code on file
Our search turned up no published St. Peters ordinance on junk, unplated or inoperable vehicles. Everything below therefore rests on Missouri statutes alone. St. Peters may still have rules of its own for yards and curbs, possibly with tighter deadlines, so confirm with city staff before planning around any number on this page.
How long Missouri lets an abandoned car sit
- Private land, 48 hours. Section 304.157 allows police to approve towing property abandoned on someone else's real property after 48 hours unattended, or earlier when it poses a safety hazard. Cities may also tow from private land through their own ordinances.
- Urban freeways, 10 hours. Under Section 304.155, a car on an interstate or freeway in an urbanized area can be removed after ten hours.
Following a tow, section 304.158 requires a written removal notice to reach the registered owner and lienholder inside five working days. Next, Section 304.156 requires the city or county to keep an abandoned vehicle for 30 days after the notice. It drops to 10 days for a vehicle past six years of age, over half wrecked, and valued below $200; that car is then sold to a salvage or scrap business holding a license. Treat that $200 as a legal cutoff only, never as an offer.
The inspection problem
Section 307.350 exempts vehicles under 150,000 miles from safety inspection during the decade after their model year. Older or higher-mileage cars need the slip. Emissions depends on the seller's home county, and St. Peters falls inside the covered area. Our failed emissions page walks through options when a car cannot pass.
Signing a Missouri title away
Revenue's Motor Vehicle Bureau, in Jefferson City, is the state office behind every Missouri title. The seller's part:
- Mileage and sale date go on the title by hand, with no whiteout and nothing erased.
- Sign; Missouri asks for no notary stamp on title signatures.
- Got a lender listed? Attach their notarized Form 4809 lien release.
- Unscrew the plates before handing over the car, even expired ones.
- Within 30 days, tell Revenue: form DOR-5049 or DOR-1957 does it, and newer titles have a tear-off DOR-5049A built in.
Title lost? Order a duplicate through a license office anywhere in Missouri: $8.50, with a $9 processing charge on top. Ten-plus model years and inoperable? A scrap metal operator can buy it titleless under section 301.227. Details are in selling with no title.

Questions people ask
- Is there a St. Peters ordinance on junk cars?
- Probably, but we did not find one published online, so this page leans on Missouri statutes. Local rules on unplated or broken-down cars can be tighter than the state's. Check with St. Peters city staff before trusting a deadline here.
- Which inspection papers does a St. Peters seller hand over?
- Revenue's seller page lists two for St. Charles County residents need two things, a safety certificate and an emissions inspection, both dated within 60 days. Under Section 307.350, cars below 150,000 miles skip the safety check for ten years after the model year.
- My old car has no title. Is a scrap sale still possible?
- Often. Section 301.227 lets a St. Peters owner sell a scrap metal operator a dead car with ten or more model years on it, no title needed. St. Peters sellers need a lien search that comes back clean. The buyer gets a bill of sale from them, plus a copy of their state ID. Once the car hits 20 model years, no lien search is needed.
