Selling a dead or junk car in Papillion

Papillion is where Sarpy County keeps a Treasurer's office, at 1102 E. 1st Street, phone 402-593-2148. So the county desk for titles, plates and junk-title turn-ins sits roughly 3 miles east of downtown in a straight line. We checked this one office, but there could be more in the county. If the car in your garage is finished, we buy whole non-running and junk cars, and you can sell the whole car as it sits.

Papillion's own rules

We could not find Papillion's city code online, so this page uses Nebraska law. Nebraska leaves nuisances to each city, which can name them by ordinance and clear them inside city limits and its extraterritorial zoning area. That leaves Papillion to decide if a junk car on private land counts. Papillion could have rules of its own. Ask Papillion city staff before leaving a dead car parked for long.

When the state treats a car as abandoned

  • Private property: left more than seven days without the owner's permission, or kept there after permission is withdrawn.
  • Public property: 6 hours with no plates, 24 hours otherwise, or 48 hours after a legal spot turns illegal.

An abandoned Papillion car with expired plates, worth $500 or less wholesale, becomes the local authority's property straight away. Otherwise the last-registered owner and lienholder are notified within 15 business days. Once 5 days pass from mailing, nobody has claimed it, and the car may be sold, auctioned or kept. A kept car's title vests after 30 days. If it's someone else's car on your land, see car abandoned on your property.

If it has been parked for years

Nebraska can bill all registration fees back to when the title was issued or the registration last expired. Papillion owners who sign a notarized "affidavit of storage and non-use" may be excused. It must say the car went unused and off Nebraska highways for a full registration period or longer. Papillion registrations only turn delinquent on the first day of the month following expiration. Our guide to a car sitting for years covers the rest.

At the Treasurer's counter

  • Selling it: any lien gets released first, then all owners sign the seller's part. In Papillion, the buyer receives Form 6 or a bill of sale, and the seller records the odometer miles on it. Have the buyer sign and write in a name and address right then, because an open title can be confiscated. The DMV's seller steps list no notary.
  • Lost title: apply for a duplicate at any County Treasurer's office; the fee is $14.00.
  • Junking it yourself in Papillion: each owner signs the title over to "JUNK" and hands it in along with the plates and tabs. The DMV notes the junked status, the title is destroyed, and the car is parts-only from then on.
  • Plates: Papillion refunds for unused registration go to sellers who return plates, decals and registration within 60 days.

Questions people ask

Does Papillion have its own junk-car ordinance?
Papillion's city code was not online when we looked, so we lean on Nebraska law here. Cities in Nebraska define and remove nuisances through ordinances, so Papillion may have its own rules. Ask the city.
My car sat for years with expired tags. Will Nebraska bill back registration?
The county may charge every registration fee since the title was issued or the registration last ran out. The notarized affidavit of storage and non-use lets Papillion owners avoid it. It says the car stayed parked off Nebraska highways and was not driven for at least one full registration period.
Can I junk the title myself in Papillion?
Yes. All owners sign the title to JUNK. If there is a lien, the lienholder has to agree. Then you hand in the title, plates and tabs at a County Treasurer's office. From then on, the car is good only for parts.
