Selling a dead or non-running car in Elizabeth
Elizabeth's zoning code has a rule aimed at broken-down cars kept outdoors. Section 17.36.030 says "the outdoor storage of any vehicles in disrepair and/or without current registration shall be prohibited for all uses within the zone." A car doesn't need to be wrecked to break that rule. An expired registration is enough. The rule sits in the supplementary regulations for the zone that section covers, so ask the city's zoning office whether it applies to your lot.

Street parking that runs out
Most of Elizabeth's metered street spaces have a one-hour limit under Section 10.36.070. A few streets, including parts of Broad, Union and Westminster, carry 30-minute, two-hour, ten-hour or twelve-hour meters instead. A car that will not start can't be fed back into a legal spot.
A separate chapter, Section 10.40.030, covers a prohibited vehicle parked or standing on streets "between the aforesaid hours in violation of this chapter." Such a car is "deemed a nuisance and a menace," and any peace officer may have it removed. "The owner shall pay the reasonable costs of the removal and storage" before getting it back.
When snow covers the street
Section 10.48.010 does not wait for a declaration. The emergency exists "whenever snow has fallen and the accumulation is such that it covers the street." Parking is then banned on listed stretches, among them:
- South Broad Street, from South Street to Garden Street
- North Broad Street, from just south of King Street to the Hillside township line
- Pearl Street, between South Broad Street and Grove Street
The ban stays until the streets are plowed enough for normal traffic. A dead car parked on one of those blocks is a likely tow.
The Rahway office and your title
Union County's Vehicle Center at Woodbridge Rd and East Hazelwood Ave (1140 Woodbridge Rd) in Rahway is about 6 miles southwest of downtown Elizabeth as the crow flies. It is the one we looked up, not a full list. Elizabeth owners pay $60 for a new title, filed on form OS/SS-UTA at a booked visit.
Flip the title over and sign in the box set aside for the seller. The buyer gets that title plus a bill of sale. An Elizabeth bill of sale records when you sold, the miles showing, the price, and where the buyer lives and their name. The buyer completes the transfer at a motor vehicle agency.
If inspection is coming due, New Jersey's emissions test runs every two years. Our failed inspection guide helps you decide whether a repair is worth it.
Plates stay behind with you
New Jersey plates never go with the car. Unbolt them, then drop them off at a motor vehicle agency or switch them to another vehicle. After you sell has the remaining steps.
