Selling a dead or junk car in Westfield

Westfield's code gives inoperable cars a chapter of their own. Section 19-1 sits under the heading "Storing or Parking Inoperable Motor Vehicles," and the first people it defines are car dealers and the garages that work on cars "whether operable or inoperable." If your dead car is in a Westfield driveway or stuck at a shop, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Who section 19-1 has in mind

The first definition covers anyone licensed "as a new or used car dealer," plus anyone running a place where cars "are stored, displayed or offered for sale or lease." The second covers service stations and repair shops. That includes anyone who needs a garage permit under the town's Fire Prevention Code, and anyone who runs "a facility to repair, maintain, service or store motor vehicles."

Those definitions are all we have from the chapter. They do not set out a rule for a car parked at a house. Call the town before you decide a home driveway is either covered or exempt.

A dead car stuck at a garage

That repair-shop definition matters if your car went in for work and never came home. State law puts a 60-day limit on it. If a car sits 60 days at a Westfield garage without the owner's okay, the garage can treat it as abandoned. The 60 days can also run from when the owner hears the work is done. Then, under N.J.S.A. 39:10A-9 and what follows, the shop can hold the car in storage, sell it off, or seek a junk title.

So a car you stopped thinking about at a Westfield shop has a clock on it. Selling first keeps the choice with you. The truck can load it at the garage as easily as at your curb.

Signing it over

A Westfield seller's paperwork is the title plus one more sheet. On the title's reverse, find the block marked for the seller and sign there. In Westfield, write the sale price, odometer miles and date on the bill of sale, plus the buyer's name and address. Then there are 10 working days to move the title before a $25 penalty.

Unscrew the plates before the truck leaves. In New Jersey they do not go to the buyer. After the Westfield sale, put the plates on another car of yours or turn them in at an MVC agency.

Lost the title? Replace it before selling. New Jersey charges $60, the paperwork is form OS/SS-UTA, and a Vehicle Center has to see you by appointment. Selling with no title walks through it.

The MVC office in Rahway

In Westfield, you can't mail in a title transfer. It gets done at a motor vehicle agency. We found the closest office in Rahway, at 1140 Woodbridge, on the corner of Woodbridge Rd and East Hazelwood Ave. As the crow flies it lies about 5 miles southeast of Westfield's center. Union County may have other offices too.

Questions people ask

Is there a Westfield rule on keeping a dead car parked in my driveway?
The part we read does not. Section 19-1 opens a chapter headed "Storing or Parking Inoperable Motor Vehicles," but its definitions are about car dealers, service stations and repair shops. Ask the town before you assume a home driveway is covered or exempt.
My car has been at a Westfield repair shop for months. Can the shop sell it?
New Jersey gives Westfield shops a route. Past 60 days parked there without consent, the car may be deemed abandoned. That also applies once 60 days pass after the shop says the job is done. Once that's done, a Westfield garage is free to keep the car, find a buyer, or ask the state to issue a junk title.
Where do I transfer a title from Westfield?
In Westfield, the seller shows up at a motor vehicle agency in person. Mailed transfers are not accepted. Among Union County offices, we checked the Rahway one, on Woodbridge Rd where it meets East Hazelwood Ave (number 1140). From the middle of Westfield it is roughly 5 miles southeast as the crow flies.
