Selling a dead or junk car in Glen Cove
On many Glen Cove streets, a parked car has to switch sides of the road every day, and a dead car can't. The city code says "No person shall park a vehicle on even-numbered sides of the street on odd-numbered days of the month," and it bans the odd-numbered side on even days. The ban runs from midnight until six in the evening, eighteen hours a day, on every street in the city's Schedule XXIII. A car that won't start ends up on the wrong side every other day.

When the police can move it
Glen Cove's code also deals with bad weather. "When any vehicle is parked or abandoned on any highway or public parking lot within this City during a snowstorm, flood, fire or other public emergency" that affects its spot, the car "may be removed by or under the direction of the Glen Cove Police Department." A car that hasn't moved since the last nice day is exactly the one at risk.
The code also has a fallback penalty for local traffic rules that carry no other fine. A first conviction brings "a fine of not more than $100 or by imprisonment for not more than 15 days, or by both."
Already towed? Our towed or impounded guide helps you decide between paying to get it back and selling it from the lot.
On your own property
The code passages we read cover streets and public lots. They say nothing about a dead car in a private Glen Cove driveway. The state leaves that to local law, so ask the city if yours has been sitting a while. On the public side, New York's VTL 1224 calls a plateless car abandoned after six hours in a public place.
New York paperwork for the sale
- Title: the transfer lines are on the back. Sign there, with no notary in the room.
- Bill of sale: the MV-912, filled in with VIN, price and date. You and the buyer each keep a copy, and the original goes to the DMV with the buyer.
- Plates: unscrew them and lift off the windshield sticker. Before your Glen Cove insurance runs out, turn the plates in to the DMV or put them on your next car. Keep the FS-6T slip it hands back.
- Lost title, older car: an owner who has no title can use the MV-35 to sell to a state-registered dismantler, itinerant collector or certified scrap processor. The car has to be eight model years old or more and valued at $1,250 at most.
With no state notice-of-sale form, a Glen Cove seller relies on the plate return and a copy of the MV-912.

Getting an offer
Use the form or call (877) 421-6008. Share the car and its miles, if it cranks, how the title looks, and the street and side it's stuck on. Pickup can be from a curb, a public lot or a driveway near the water.
Questions people ask
- My car died on a Glen Cove street with alternate-side rules. What happens?
- On streets in the city's Schedule XXIII, even-numbered sides are off limits on odd-numbered days and odd sides on even days, from midnight until six in the evening. A car that can't move will be on the wrong side every other day.
- Can the city tow a parked car during a storm?
- Yes. If a snowstorm, flood, fire or other emergency hits the stretch of road or public lot where a car sits, Glen Cove police may have it removed.
- Does Glen Cove limit a dead car kept on my own driveway?
- The parts of the city code we read are about streets and lots. The state lets local law handle junk cars on private land, so check with the city instead of assuming there's no rule.
