Harrison: selling a car parked for years

Harrison covers 16.766 square miles, more than seven times Port Chester's land, with about the same number of people. That leaves room for a car to sit unnoticed for years in a garage or behind a house. When one finally goes, the questions repeat. Has the registration been dead too long? Will it need emissions? Where did the title go? New York's answers are below.

A registration that ran out long ago

The DMV's online renewal stretches only twelve months past the expiry date. Older than that, the car needs a brand-new registration, done in person or by post, and we found no fee charged for the missed years. Once it's sold, the buyer handles title and registration at a DMV office.

Insurance is the part that can't wait. A car that is registered but uninsured draws a DMV letter, with fines or a suspension behind it. The plates and registration go back to the DMV before the policy ends. Keep the FS-6T receipt.

Inspection and emissions on an older car

Statewide, cars get inspected yearly and on every change of owner, and the inspection usually includes an OBDII emissions check. Anything older than 25 model years skips the emissions part. So do cars younger than two model years, most diesels, electrics and historical-plate cars. A private buyer also gets a 10-day window after registering before the inspection is due.

Very old cars and missing titles

Cars built for model year 1972 or earlier never got New York titles, and they change hands on the transferable registration. Anything newer has a title, and a lost one can be reordered on the MV-902 for $20.00. Start with inherited car if the car was owned by a spouse or parent who has died. Only someone named on that title can sign it away. When two people are listed, either one can sell, and a car titled to a business is sold by a member of that business.

Signing it away

There is an assignment area on the title's back. Fill it in and sign, then add your signature to the MV-912 bill of sale. A notary isn't needed for either. Before the Harrison pickup, remove both plates and scrape off the sticker on the windshield. They remain yours, to return to the DMV or reuse on another car. New York gives Harrison sellers no notice-of-sale form to file, so hang on to your MV-912 copy.

Harrison's own rules

Harrison's code wasn't available online when we looked. Under state law, a junk car on the owner's own property is up to local law, so the town may have rules that aren't listed here. On public roads, VTL 1224 begins counting a car as abandoned once it has stood in public beyond a full day.

Close to Harrison

As the crow flies, White Plains is 1.7 miles off, Port Chester 3.0, New Rochelle 7.6 and Yonkers 9.4. Rules for all of New York are on our New York page. Flat tires and a dead battery are covered in car sitting for years.

Questions people ask

The registration on my parked car expired two years ago. Do I renew it before selling?
Online renewal only reaches one year past expiry. Once a Harrison car is sold, the buyer handles its registration and title, by mail or at a DMV office. We found no fee for the years it went unregistered.
Does an old car need an emissions check in New York?
Not once it passes 25 model years. Brand-new cars under two model years, most diesels, electrics and historical-plate cars skip it too.
Does Harrison have a rule about cars stored in a yard?
Harrison's code wasn't available online for us. Junk cars on a Harrison owner's own land are left by the state to local law, so check locally.
