Jamestown's seven-day notice and the car out back
Jamestown gives seven days. Once a Code Enforcement Officer serves written notice under Section 288-4, the property owner has a week to remove an abandoned, junked or inoperative vehicle. If it is still there, the Director of Development and the Chief of Police "shall have the right to enter upon the premises and to remove and dispose of the public nuisance vehicle."

What Jamestown counts as junked
Chapter 288 casts a wide net. Its definition covers any vehicle that is "unlicensed, wrecked, stored, discarded" or under repair, dismantled, or "in such condition as to cost more to repair and place in operating condition than the reasonable market value of the vehicle." Two presumptions carry much of the weight:
- A vehicle that has "remained unused for more than three months and is not in condition to be removed under its own power" is presumed abandoned, junked or inoperative. That one is written for vehicles not required to be licensed or not used on the highway.
- A vehicle lacking a current registration or plate in the name of the homeowner, the tenant or an immediate family member is presumed unfit for legal road use.
The chapter also names hazards, among them a car that shelters pests, stands in weeds over eight inches tall, or holds pond water. Stock cars, ATVs and snowmobiles count as motor vehicles too.
The notice explains that you may ask for a hearing before the Director of Development, or appeal to the Property Rehabilitation and Conservation Board of Appeals, within the time it allows. See notice to remove a car.
The garage rule
Section 219-3, Jamestown's quality-of-life list, prohibits anyone to "park, keep or store any inoperable, unlicensed, or unregistered motor vehicle on any premises outside of a garage of adequate dimensions". The same list bars parking any vehicle "in the front or side lawn of a residential unit in sight of the public."
Fixing it at the curb is out too. Section 252-23 forbids repairs on Jamestown streets, sidewalks and city lots and ramps. A car that broke down without warning gets 24 hours to be made operable.
Signing it over
Selling in Jamestown takes just two signatures. Jamestown sellers sign the title's back and then MV-912, New York's bill of sale. A notary isn't part of it. Unscrew the plates, scrape off the windshield sticker, and surrender them before cancelling the insurance; the DMV's FS-6T receipt is worth keeping. Title missing? Jamestown owners can sell an eight-plus model year car valued at $1,250 or less to a DMV-registered dismantler on MV-35. After that, it's never titled again. The New York page has the rest.

Questions people ask
- After a Jamestown junk-car notice, how long do I have?
- A week. Section 288-4 makes the notice allow seven days to comply, after which the Director of Development and the Chief of Police may go onto the property and take the vehicle. The notice also tells you how to request a hearing or file an appeal.
- May an unregistered car stay in a Jamestown driveway?
- Not in the open. Jamestown's quality-of-life list in Section 219-3 makes it a violation to keep an inoperable, unlicensed or unregistered vehicle on any premises outside a garage of adequate dimensions.
- Are snowmobiles and ATVs covered in Jamestown?
- Yes. Chapter 288 counts stock cars, all-terrain vehicles and snowmobiles as motor vehicles.
