Selling a dead or junk car in Watertown

In Watertown, the costly mistake with a dead car is usually about the insurance, not the car. New York says the plates go back to the DMV before the liability coverage ends. Drop the policy first and the registration can be suspended, possibly along with your license. We buy whole non-running and junk cars: sell the whole car as it sits, with free pickup anywhere in the US.

No insurance, no plates

The DMV puts it in four words: "No insurance, no plates." In order:

  1. Take the plates and the windshield registration sticker off when the car is sold, or once you decide it is done.
  2. Hand plates and registration in at the DMV, or move the plates to another car right away. Frames and fasteners are not accepted.
  3. Get the plate surrender receipt, Form FS-6T.
  4. Only then cancel the liability insurance.

The state offers no notice-of-sale filing. Your protection is turning in the plates and keeping your copy of the signed MV-912 in case a lapse letter shows up later. If you are packing for orders, military deployment covers the timing.

If a car gets left behind

Watertown's code was not online, so this part is state law. VTL 1224 gives Watertown three limits. In Watertown that means 24 hours on public property, just 6 hours there without plates, or 96 hours on someone else's land without an okay. Custody goes to the municipality where it was left. The last owner gets notice, and ten days later an unclaimed car can go to auction or bid. Plateless cars with a wholesale value at or under $2,250 pass to the authority at once. That figure is a legal test, not a price.

Your own yard is another matter. The statute stays out of it and leaves it to local law, which Watertown may have. Before a dead car sits in the yard all winter, ask the city what is allowed.

Older cars, and what the title says

Anything from model year 1972 or earlier was never titled in New York. Those cars change hands on the transferable registration, so an old pickup with no title is normal, not a paperwork problem.

Newer cars may carry a brand. A Watertown car is salvage to the DMV if an insurer took it on a Salvage Certificate (MV-907A) after heavy collision, theft, vandalism or water damage, or if repairs would top 75% of its pre-damage retail value. State regulation 15 NYCRR 20.20 makes a brand permanent. Out-of-state brands such as "salvage," "junk," "parts only" and "water damage" all become "salvage rebuilt" here. New York has no separate flood brand. See salvage title.

Signing it over

A Watertown seller signs the title's transfer part and Form MV-912, which names both parties, the vehicle, its VIN, the price and the date. Each side keeps a copy, and the buyer registers with the original. No notary is needed. Replacing a lost title takes Form MV-902 and $20.00. An old, low-value car (eight model years or more, $1,250 or less) can instead go title-free to a registered dismantler on Form MV-35.

The state does inspect on a change of owner, and the private-sale buyer is the one with the 10-day window after registering. Emissions checks skip cars more than 25 model years old.

The nearest towns on this site

Watertown is a long way from the others. Rome is 55.8 miles away as the crow flies, Syracuse 65.5 and Utica 69.6. Pickup covers the whole country, so distance is not the issue. For statewide rules, see New York. After you sell covers the last steps.

Questions people ask

Can I cancel the insurance on my dead car before I sell it?
Not while it still has plates. New York wants the plates and registration surrendered before the liability insurance is cancelled, or the registration, and possibly your license, can be suspended.
Does Watertown have a junk-car ordinance?
Watertown's code was not online when we checked. New York's abandoned-car statute skips cars parked on their owners' land and defers to local law there, meaning Watertown could have its own rules.
My car is older than the 1973 model year. Where is the title?
There isn't one. Cars built for model year 1972 and before never get a New York title; the registration, which can be transferred, serves instead.
Does a junk car need to pass inspection before I sell it?
New York requires a safety inspection on transfer of ownership. Someone buying from a private seller gets a 10-day extension counted from registration.
