Euclid gives a dead car five days

Euclid allows five days. Under Section 559.03, a partly dismantled, non-operating, wrecked or junked vehicle may sit on a Euclid lot, yard or driveway for five days and no more. Plates count too: a car with none, or with plates more than 30 days expired, is a violation on its own.

Who the five-day rule reaches

The section speaks to whoever controls the property, whether as owner, tenant, occupant or lessee. It lists the vehicles it bars as partly dismantled, non-operating, wrecked, junked or discarded. It covers watercraft as well.

Three places are exempt:

  • inside an enclosed building
  • where the vehicle is necessary to a lawful business
  • in a storage place the city maintains

Each violation is a misdemeanor of the third degree, and each day it goes on is a new offense.

How the city moves on it

A building inspector who finds a junk or abandoned vehicle can write down its details, put a notice on the car where it can be seen, and report it to the Chief of Police. The Chief, an officer the Chief designates, or the Commissioner of Zoning may then remove any vehicle that reasonably appears to break the rule. Removed cars are held in the impound until lawfully claimed, or else disposed of under Ohio law.

The Building Department's number is (216) 289-2700.

Plates, E-Check and the 30-day line

Cuyahoga County is in Ohio's E-Check program. Registration hinges on the result: Ohio EPA withholds it until the car passes or holds a waiver, exemption or extension certificate. Euclid then counts plates lapsed past 30 days as a 559.03 violation. A car stuck at the test station ends up stuck under the city code too.

On the street, at night and in snow

  • Overnight: no parking on any street from 2:00 a.m. to 6:00 a.m., with listed exceptions.
  • Long stays: a car may not stay on a city street over 48 hours unless the Chief of Police is told and approves.
  • Abandoned junk cars: under Section 351.05, more than three days on someone's land without consent is too long, and so is two days or more at the curb unless the chief knows why. The penalty is a minor misdemeanor, and Euclid charges for disposal, minus whatever the car brings.
  • Snow: two inches or more within a day sets off an emergency that lasts until the streets are cleared. During it, no parking on any city street at all, apart from three-minute passenger stops and 30-minute property loading. Owners are expected to watch the weather themselves.

Section 303.05 lets police tow wrecks that can't be driven, and cars parked on a public street for two days running with no word to the chief.

Getting a towed car back

Bring ID and ownership papers to the Police Department, 545 E. 222nd St. Pay the $20 administrative fee and any fines, or post bond, to get a release form. The pound operator releases the car once you pay towing and storage. The non-emergency number is 216-731-1234.

The nearest title office is in Lake County

You aren't limited to Cuyahoga's offices; Ohio lets any county clerk handle the title. Straight-line distances from Euclid's Census center:

  • Wickliffe (Lake County), 30188 Euclid Ave., (440) 918-3425: about 3.5 miles northeast
  • Mayfield Heights (Cuyahoga), 1585 Goldengate Plaza: about 6.3 miles southeast
  • Cleveland (Cuyahoga), East 9th Street: about 10.7 miles southwest

On sale day, sign the title over in a notary's presence. The registration ends with the transfer under Ohio law, so unbolt the plates before the truck leaves; they're yours.

Getting an offer

Phone (877) 421-6008 or start online with the car's details: year, make, model, miles, and what is missing or broken. Mention any notice on it, how many days it has sat, and who holds the title.

Questions people ask

Does Euclid's five-day rule apply inside my garage?
No. Section 559.03 exempts a vehicle kept in an enclosed building. Two more exemptions cover a vehicle a lawful business needs and one parked at a city-run storage site.
My plates expired last month. Is that already a violation in Euclid?
The line is 30 days. The same section bars any vehicle on a Euclid property with no plates, or with plates expired for more than thirty days.
What does it cost to get a towed car back in Euclid?
The code sets a $20 administrative fee, paid to the Euclid Police Department before you get a release form, plus any fines or a bond. Then the pound operator collects towing and storage. Bring your ID and ownership papers.
Can I use the Lake County title office in Wickliffe if I live in Euclid?
Yes. Ohio doesn't limit you to your own county. Wickliffe's office at 30188 Euclid Avenue is about 3.5 miles northeast in a straight line, closer than any Cuyahoga County office.
