Selling a dead or abandoned car in Parma Heights

Parma Heights counts a parked car's time in days, then in hours. Under Section 303.10, a car left on private property for seven days or more, outside the garage there, is an abandoned vehicle if it looks unable to run. Once the city serves written notice, you have 72 hours to get it off the property. Selling the car is one way to remove it. We buy whole non-running and junk cars; you sell the whole car as it sits, and there is free pickup anywhere in the US.

When Parma Heights calls a car abandoned

Section 303.10 bars leaving an abandoned vehicle standing or parked on private property for seven days or more, with one way out: keeping it in the garage there. The code presumes a car is abandoned when any one of these is true:

  • it has no current plates
  • it was damaged or wrecked so badly it can't run
  • it breaks the equipment rules
  • it is apparently inoperable

Then the director of public safety serves written notice on the owner, lessee or agent of the property. Failing to remove the car within 72 hours after that is a violation. The garage on the premises is the only exception the section names.

Not the curb, not the tree lawn

Section 660.15 reaches cars that are already coming apart. No one may put an inoperative or partly dismantled vehicle, or car parts, on a public road, a tree lawn, a sidewalk, neighboring land, public land or private land in the city. That is a third-degree misdemeanor. Moving a dead car to the curb or onto the next lot does not solve anything; it can add a second violation.

Streets: 48 hours, leaves and snow

  • 48 hours. Section 351.16 presumes a car abandoned (junk cars aside) once it has been on a public street for 48 straight hours and nobody has told the Police Chief the reason. Separately, under Section 303.09, abandoning a junk car on another person's land past 72 hours without consent is a minor misdemeanor that also carries the city's disposal cost.
  • Police tows. Section 303.08 lists three plain cases: four or more straight hours on residential property without the owner's consent, two days at the curb, or a wreck that leaves the car unable to run.
  • Leaf season. The 2026 leaf program starts in early November. The city asks residents to limit weekday street parking from 7 a.m. to 5 p.m. when they can, because crews can't collect a leaf pile with a car parked in front of it.
  • Snow. A 2-inch snowfall over a 24-hour period or less lets the Director of Public Safety close any city street to parking; cars left on those streets can be impounded or towed, and the owner pays.

Parma Heights police tell the registered owner when they've removed a car, why, and where it's kept. The trip back starts at the department with ID and papers showing the car is yours, plus any fines or bond the court sets; the pound operator then takes payment for towing and storage and releases the car on the form. Police dispatch is (440) 884-1234. The Building Department, 6281 Pearl Road, 440-884-9607, open weekdays 9 to 4:30, handles inspections and code compliance.

A title office about 1.6 miles away

Cuyahoga County's Snow Rd. title office, Suite 15 at number 12100 in Parma, is about 1.6 miles north of Parma Heights as the crow flies. Farther out: North Olmsted's office, about 8.5 miles west, and the county's E. 9th St. office in Cleveland, about 9 miles northeast.

Ohio requires the assignment on the title to carry the seller's notarized signature. The plates come off and go home with you, since the registration expires when the car is sold.

Getting an offer

Online or at (877) 421-6008, let us know what you're selling (make, model, year), how many miles it shows, if it still runs, and whether you have the title. Say whether it sits in the garage, the driveway or on the street. The how to sell a car for parts guide walks through the rest, and Parma has its own page.

Questions people ask

When does a parked car count as abandoned in Parma Heights?
At seven days on private property, if it isn't in the garage. Section 303.10 presumes abandonment when the car has no current plates, is wrecked or damaged so it can't run, breaks the equipment rules, or is apparently inoperable. Once the director of public safety serves written notice, the code allows 72 hours to remove it.
Can I push it to the curb or onto the tree lawn?
No. Section 660.15 bars placing an inoperative or partially dismantled vehicle, or car parts, on a public road, tree lawn, sidewalk, adjoining land, public land or private land in the city, and a violation is a third-degree misdemeanor. A car sitting 48 hours on a public street, if no one has told the Police Chief why, is presumed abandoned as well.
Where can I replace a lost title near Parma Heights?
At the Snow Rd. office in Parma, Suite 15, (440) 888-7050, about 1.6 miles north as the crow flies. The duplicate application is form BMV 3774, notarized. Ohio's statute sets the charge at eighteen dollars, or twenty-three where county commissioners approved the increase.
