Selling a dead or junk car in Tigard
Tigard is inside the Portland metro area, one of the two parts of Oregon where DEQ tests passenger cars every two years. A dead engine means no drive to the test station, so a breakdown here can turn into a lapsed registration too. If that is your car, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

The emissions test
Every two years, DEQ tests passenger vehicles that aren't exempt and are registered in the Portland or Medford metro areas. A 1996 or later car gets a plug-in OBD test. A 1995 or earlier car gets a tailpipe test. DEQ's boundary lookup tells you whether a given address is inside the testing area. If the car already failed, see failed emissions.
Tigard's code, and the state law we can point to
We looked for Tigard's municipal code and found nothing, so no local junk-car rule is quoted here. One may exist. Check with Tigard City Hall. The state rules below are the least you must follow:
- Leaving a car abandoned is an offense in Oregon, on a road or on land of any kind. DMV's listed owner is billed for the tow and the disposal.
- A private landowner may call a tow after posting a notice on the car that stays up 72 hours or more.
- After 30 days with nobody claiming it, a towed car in Tigard is sold at public auction or handled by local ordinance.
- Tigard can get rid of an abandoned car valued by a certified appraiser at $1,000 or less once it is photographed and notice goes to the registered owner and secured parties.
The buyer's clock, and why it matters to you
Oregon gives the buyer 30 days from the transfer to apply for a title. After that, DMV charges a late fee of $25 for days 31 to 60 and $50 after 60 days. Your deadline is tighter. Within 10 days, file the notice of sale on DMV2U and include who bought it and where they live. For a Tigard seller, filing the report and signing over the title keeps the buyer's parking, abandoning or driving off your record.
What the seller signs
- The back of the title, signed and dated, or a bill of sale. Selling a Tigard car whose title doesn't list you? For a Tigard sale, the bill of sale you hand over lists the VIN and the date, says you release your interest, and carries every seller's printed name and signature. See our bill of sale guide.
- A lienholder release, if there was a loan.
- For a 2011 or later car under 20 years old, an odometer disclosure that buyer and seller both sign.
DMV's seller steps do not include a notary. Missing title? DMV replaces it for the standard title fee, and that comes first.
The DMV office we checked
Titles in Oregon come from ODOT's DMV rather than a county clerk. Tigard drivers can use the Hillsboro office we found, at 1300 SW Oak St, Suite H. You can call it at 503-299-9999. In a straight line, it's roughly 13 miles northwest of central Tigard.
Plates
You can take the plates off before the sale. They may go on another car you own. Bolt them onto a car someone else owns and both registrations lose their remaining time.

Tualatin is 3.2 miles away, Beaverton and Lake Oswego 4.1 each, and Sherwood 5.2, measured straight-line. See Oregon for the full state picture.

Questions people ask
- Does Tigard have a rule about junk cars on private property?
- Our search did not turn up Tigard's code, and a local rule may still exist. Ask City Hall. Oregon law makes abandoning a car on public or private property an offense, with the DMV-listed owner liable for towing and disposal.
- Do I need a DEQ test before I sell a car that doesn't run?
- Passenger cars in the Portland metro area that aren't exempt get a DEQ test every two years. You need the test to register, not to sell. DEQ's boundary lookup shows whether a Tigard address is inside the area.
- The title is not in my name. What does the buyer need?
- A bill of sale. It must show the VIN, a sentence releasing interest, every seller's name printed and signed, and the date.
