Selling a junk or dead car in Penn Hills

Penn Hills spreads over 19.138 square miles of Allegheny County, more than three times the land of nearby Mount Lebanon, and a car that quits on that much ground can sit unnoticed for a long time. We could not find Penn Hills ordinances posted online, so this section sticks to Pennsylvania law. Penn Hills may have local rules of its own, and they would apply on top. If you just want the car gone, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

The state's clocks for a dead car

Pennsylvania law sets three timers that matter in Penn Hills.

  1. Public ground. Leave a car that will not run sitting by itself on a road or public lot, and after two days the law presumes it abandoned. The owner may still prove otherwise.
  2. Your land, their car. A car parked on your property without your OK for longer than a day can be removed on your say-so, after you report it to the local police. From there, Penn Hills police have five business days to handle it as an abandoned car.
  3. The reclaim window. Penn Hills gives the owner and any lienholder 30 days from the mailed notice to pay towing and storage and recover the car. After that month runs out from the certified letter, or from publication, PennDOT can clear it for disposal.

When the car is someone else's

That one-day route fits a relative's or a tenant's car left behind after a move. The police report comes first; you do not simply phone a tow truck. Our guide to a car abandoned on your property walks through it. If the car is yours and simply stopped running years ago, sitting for years is the better read.

A lapsed registration

Check the month on your registration card: the registration lapsed at the end of it. PennDOT's fee list shows no fee named for renewing late or for back years. It does list a $119.00 "Motor Vehicle Registration Restoration" fee.

Title work without a county office

The state issues every Pennsylvania title, and the hand-off is witnessed at a PennDOT agent's office: a tag service, dealer or notary. Sign where the seller signs, add your printed name, note the mileage, and let the buyer sign after you. Joint owners each put a name down. A scrap processor or salvage dealer as buyer means the statute waives notarizing.

Unbolt the plates on sale day; they are yours. PennDOT takes them back, or an $11.00 fee lets them ride on your next car.

Inspection here

Penn Hills drivers face both tests: the yearly safety inspection and, because Allegheny County falls in PennDOT's Pittsburgh region, an emissions check.

Getting an offer

Ring (877) 421-6008 or use the online form. Tell us the model and its year, the mileage, if it fires up, and who the title is under. The pickup can be at your house, a back lot or a mechanic's bay. Plum is 4.6 miles away, Monroeville 5.1 and Pittsburgh 8.1, in straight lines; the Pennsylvania page holds the statewide rules.

Questions people ask

Does Penn Hills have its own junk-car ordinance?
We could not find the municipality's code online, so this page uses Pennsylvania law. Penn Hills may have its own rules, and those would apply as well.
Someone left a car on my Penn Hills property. Can I have it towed?
Yes. It has to sit there over a day without your permission, and you have to report it to local police first. They then get five business days to handle it as an abandoned car.
Where do I sign the title in Penn Hills?
At a PennDOT agent's counter, which may be a tag service, a car dealer or a notary. Allegheny County runs no title office.
My registration ran out. When did it expire?
On the last day of the month shown on your card.
