Dead and junk cars in Carrollton: the two-car limit and how to sell

Carrollton sets a hard ceiling: two inoperable or junked vehicles per property, no more. Even those two have to be hidden behind a solid opaque fence or parked inside a building, and the code is explicit that a cover is not screening. A tarp over a dead sedan in the driveway is still a violation. When a car has to go, we buy whole non-running and junk cars. You can sell the whole car as it sits, and the truck comes free anywhere in the US.

When Carrollton calls a car inoperable

The city's word reaches far. In Carrollton a car is inoperable when it lacks a current plate, when its inspection certificate is not valid, or when it is wrecked, dismantled, dilapidated or down on a flat tire. Should code staff ask, and the owner can't prove it runs, the car is treated as inoperable anyway.

Thirty days in that state, without a break, turns it into a junked vehicle. Visible to the public, it is a declared nuisance, and keeping it becomes unlawful.

About that inspection certificate: the yearly safety inspection for noncommercial vehicles was dropped across Texas when 2025 began, on January 1. Emissions checks continue in Collin, Dallas and Denton counties, and Carrollton reaches into each one.

Letters, hearings and fines

When the car is on private land, Carrollton writes to the registered owner, each lienholder and whoever occupies the place. Counting from receipt, they have 10 days to haul it away or request a hearing. The municipal court then decides whether it is a junked-vehicle nuisance and can order it taken to a scrap yard, to a demolisher, or anywhere else suitable.

A breach of the abandoned vehicles chapter is a misdemeanor, and Carrollton counts each day, even part of a day, as one more. Chapter 90 falls in the tier with fines up to $2,000; most chapters stop at $500.

The yard has rules as well. A front-yard car needs an improved surface no smaller than 9 by 18 feet. Behind or beside the house, that surface or a 6-foot screen will do.

A dead car at the curb

Leave a car in a public street, an alley or any public place beyond 48 continuous hours and it is an offense. If it is inoperable, over five years old and unattended on public property that long, it counts as abandoned. A police tow goes wherever the Chief designates, and it stays there until the owner applies and covers towing, notification, impoundment and storage. Within ten days of an impound, certified-mail notice must go out to the owner and lienholders.

Police answer at (972) 466-3333, or *247 from a mobile phone. That *247 line is shared with Coppell, Farmers Branch and Addison, and it only works from cell phones, never landlines or texts. Code Enforcement belongs to Environmental Services at 1945 E Jackson Road, (972) 466-3060, open 7:30 to 5:30 Monday through Thursday and 7:30 to 11:30 Fridays.

Three counties, three tax offices

A Texas buyer files the title application at a county tax assessor-collector. Distances from central Carrollton, as the crow flies:

  • Dallas County, roughly 16 miles due south: Elm Street, Suite 1200, (214) 653-7811.
  • Denton County, close to 20 miles northwest: 1505 E. McKinney, (940) 349-3500.
  • Collin County, near 23 miles northeast: 2300 Bloomdale Rd, Ste 2302, McKinney, (972) 547-5014.

Handing the title over

Texas skips the notary. Date the Carrollton sale on the title, note the odometer, sign, and pass along a signed 130-U listing what was paid. One trap with a licensed dealer: it does not have to retitle the car, so your name can stay on the record until the dealer sells it on. File the transfer notice anyway. Old plates may be moved to a replacement vehicle in the same class. You can also keep them, or deface them before disposal. After you sell covers the rest.

Getting an offer

Want that Carrollton car gone? Call (877) 421-6008 or fill in the form. The truck collects the car where it already sits, fenced backyard included. Close neighbors: Farmers Branch, Coppell, Lewisville; state rules live on Texas. A car that won't crank at all? Read car doesn't run.

Questions people ask

How many non-running cars can I keep at my Carrollton house?
Two at most, counting inoperable and junked cars together, and both must sit indoors or behind a solid, opaque fence. Carrollton's code rules out a cover as screening.
What counts as an inoperable car in Carrollton?
A car qualifies when it lacks a current plate or its inspection certificate is not valid. So does one that is wrecked, dismantled, dilapidated or riding on a flat. Can't prove it runs when the city asks? It is treated as inoperable, and after 30 straight days it turns into a junked vehicle.
What happens after Carrollton sends a junked-vehicle notice?
From the day it arrives, the owner, lienholders and occupant have 10 days to get the car off the lot or demand a hearing. The municipal court then rules on whether it is a nuisance and may order removal. Every day, or part of one, counts as its own misdemeanor.
Which county tax office do I use for a Carrollton title?
Carrollton spans three counties, and the buyer files with one county's tax assessor-collector. Dallas County's office is roughly 16 miles due south as the crow flies; Denton County's office sits about 20 miles northwest, and Collin County's about 23 miles northeast.
