What to do with a dead car in Manvel

A car that dies on a Manvel residential street has two days. Section 59-81 says no vehicle "may be parked on residential city street pavement longer than 48 continuous hours." Past 72 hours on any public street, it counts as abandoned and police may tow it to the city pound. If the car is not worth fixing, we buy whole non-running and junk cars, and the pickup is free anywhere in the US.

Manvel's junked-vehicle test

Section 26-58 follows the state pattern. Picture a self-propelled car without a current plate or a passing inspection sticker. It is junked if it is also crumpled, stripped or abandoned, or if it has been out of commission beyond 72 uninterrupted hours parked publicly, or 30 uninterrupted days parked privately. In the code's own text those two time clauses run together. The same section also counts a watercraft, outboard motor or vessel registered under the Parks and Wildlife Code as a motor vehicle.

Visible from any public spot "at any time of the year", that car becomes a public nuisance; Manvel treats maintaining one as an offense. A second rule, Section 35-47, is broader. Within city limits it bans parking, storing or piling up a car or part that is rusted, wrecked, half dismantled, inoperative or abandoned, anywhere public or private. The exceptions are a car fully indoors and one on a lawful car lot or in a junkyard.

Hiding it works only if it is truly hidden: shut inside a building, invisible from the road and from next door. A fence, trees or shrubs count as screening only for a dealer with a license, a junkyard, or a collector's antique or special-interest vehicle.

Ten days, a judge, and a $2,000 ceiling

For a car on private land, Section 26-65 requires at least ten days' warning, mailed certified to the owner or occupant with a five-day return asked for. Manvel's letter sets a ten-day deadline for removal, and a hearing must be requested before the deadline passes.

If you ask, the municipal court judge takes the case, though not sooner than ten days after the notice. When the judge rules it a nuisance, the order sets a removal date "which in no event shall exceed ten days from the date of the hearing." If it still sits there, the police department sends it off to a scrapyard, demolisher or other site, and it may never be rebuilt. TxDOT hears of the removal by the fifth day.

Section 26-68 treats the offense as a misdemeanor, sets $2,000 as the most a court can fine, and counts every day on its own.

The street, the curb and the pound

Section 59-81 also bans parking on a sidewalk. Where a home has no sidewalk, cars must stay out of a five-foot setback from the curb edge nearest the house.

Under Section 41-5, an officer who tows a car from a street notifies the owner in writing of the removal, the reason and where it went. If the owner cannot be reached and the car is not returned within three days, a written notice follows. Release takes proof of ownership, a fee, and whatever the city paid the commercial tow, and the city keeps a lien for towing and storage.

Manvel Code Enforcement is at 20025 Highway 6, phone 832-336-4080, with an online Submit a Report link for junk vehicles. Cars parked on the street go to police instead, non-emergency 281-489-1212.

Selling it: the Brazoria County side

Manvel's title office is far off. Brazoria County's tax assessor-collector is down in Angleton at 237 E. Locust St., Suite 104, around 22 miles south as the crow flies, (979) 864-1320. Under Texas practice the buyer files there for the new title.

Your job is to hand the buyer the title, dated, signed and showing the mileage, plus the 130-U, signed, with the price you agreed. No notary signs anything. Within a month (30 days), send in the Vehicle Transfer Notification. TxDMV then notes the sale on the car's record, though that filing alone does not move ownership. You may take off the plates to reuse or deface them, but the sticker is left behind. Under state law, a car carrying a "nonrepairable" title is limited by law to parts and scrap.

Questions people ask

How long can my broken car stay on a Manvel street?
Two days on a residential street: Section 59-81 caps it at 48 continuous hours. At 72 hours on any city street or right-of-way, Section 41-5 treats it as abandoned, and police can send it to the city pound or a city garage.
Code Enforcement or police: which one handles a Manvel junk car?
It depends where the car is. Junk vehicles on a lot go to Code Enforcement, 832-336-4080, or its online report link. Cars parked along the street are a police job; their non-emergency line is 281-489-1212.
What does it take to reclaim a car from the Manvel pound?
Section 41-5 asks for proof you own it, a fee, and repayment of whatever the city spent on the commercial tow. Until then the city holds a lien for towing and storage.
