Selling a dead or junk car in Pleasant Grove
In Pleasant Grove a dead car parked on the street has a winter deadline. City code says no street parking from midnight to 8 a.m. between November 1 and March 15, and a car parked there is "subject to immediate towing." A dead car can't be driven off before the plows arrive. We buy whole non-running and junk cars, so you can sell the whole car as it sits, with free pickup anywhere in the US.

The winter parking rule, Section 6-5-3
The ban covers any city street where the pavement runs curb to curb, plus five feet from paved streets that are not fully built out. It runs "between the hours of twelve o'clock (12:00) midnight and eight o'clock (8:00) A.M. from the period of November 1 through March 15 or any time while snow is actively falling, and for twenty four (24) hours after snowfall ceases." So a snowstorm in October or April brings the rule back for the day. The public works director or a designee decides on towing.
Junk cars on private property
Section 4-4-2 makes it unlawful, and a nuisance, for an owner or occupant in city limits to keep "any licensed or unlicensed motor vehicle of any kind, or parts thereof, which is in a wrecked, junked, partially dismantled, inoperative or abandoned condition, whether attended or not," on the property past the period the section sets. A current registration does not exempt the car, and neither does working on it.
Section 4-3-3 says it again in its list of nuisances: "Parking or storage of inoperative, unregistered, abandoned, wrecked or dismantled vehicles, boats, trailers or vehicle parts, including recreational vehicles, on a premises or in the public right of way." One exception: storage "specifically allowed by the city's zoning ordinance shall not be considered a nuisance."
Apartments, condos and townhomes
Multi-family developments have no grace period at all. Section 10-11D-16 says "No vehicles or trailers of any type without current license plates shall be parked or stored other than in a completely enclosed building," and that inoperative vehicles cannot "remain on the property for any period of time."
If the police tow it
Under Section 6-7-8, officers may remove a car left on a street where it is "a definite hazard or obstruction to the normal movement of traffic." When the registration names an owner, the officer owes that person a written notice: that the car was moved, the reason, and the place it went. State law then adds a deadline for older cars. If a Pleasant Grove car eight model years old or older sits unclaimed a month after the first notice, it can be signed over to the tow company. See towed or impounded.
Title and plates from Pleasant Grove
Pleasant Grove titles come from Utah itself, via the Tax Commission's motor vehicle arm. The nearest office we found sits at 150 East Center Street, suite 1400, in Provo, roughly 10 miles southeast of central Pleasant Grove measured straight. Call it at 1-800-DMV-UTAH.
- Sign the title, no notary required. AND joining two owners means two signatures; OR means one will do.
- Your buyer must get the title within two days of the sale.
- Unbolt the plate unless the buyer is taking it. Left on, it can pin later tickets on you.
- Let the state know you sold it: the Utah DMV's Motor Vehicle Portal, a call, a letter, or form TC-502.
If the title is missing, a replacement costs $6.00. TC-123 can also skip that step by assigning a Pleasant Grove car to the buyer directly.

Questions people ask
- Can I keep a broken-down car in my Pleasant Grove driveway?
- Not indefinitely. Section 4-4-2 makes a wrecked, junked, partly dismantled, inoperative or abandoned vehicle a nuisance once it stays on Pleasant Grove property past the period that section sets, plated or not. Section 4-3-3 also names inoperative or unregistered vehicles on a premises, unless zoning specifically allows that storage.
- Can a dead car stay on the street in winter?
- Not overnight. From November 1 through March 15, Section 6-5-3 keeps Pleasant Grove streets clear from midnight to 8 a.m., and at any hour while snow is coming down and for a full day after it stops. The public works director can have violators towed on the spot.
- I live in an apartment complex. Are the rules different?
- Stricter. Under 10-11D-16, an unplated vehicle has to be inside a fully enclosed building, and an inoperative one may not stay on the property for any period of time.
- If police tow my car, will I be told?
- If the registration shows who you are, yes. In Pleasant Grove, Section 6-7-8 has the officer write the owner explaining that the car was moved, the reason, and its location.
