Culpeper junk cars: town rules and a whole-car sale
In the Town of Culpeper, an unpaid bill for hauling away a junk car can attach to the land itself. Section 20-4 says an assessed removal cost "shall constitute a lien against the property from which the vehicle was removed," and the town may collect it "in the same manner as taxes are collected." Selling before the town acts avoids that bill. We buy whole non-running and junk cars, you sell the whole car as it sits, and pickup is free anywhere in the US.

When a car counts as inoperable in Culpeper
Section 20-1 gives three ways in. A car is inoperable if it "is not in operating condition." It is also inoperable if it has been "partially or totally disassembled" for 60 days or longer by pulling tires, wheels, the motor or other parts it needs to run. The third test is a car showing "neither valid license plates nor a valid inspection decal."
Under Section 20-4, nobody may keep such a car on property zoned or used for residential, commercial or agricultural purposes outside a closed building, unless it is screened. The code defines screened as "not visible by someone standing at ground level from outside of the property."
The 15-day window and what follows
"Reasonable notice means fifteen (15) days from the receipt of any violation notice or corrective order." If the car is still in view after that, the town "may remove any such motor vehicle" with its own staff. It then gives "additional reasonable notice to the owner of the vehicle" before disposing of it.
Costs fall on "the owner of the vehicle or premises." The town can also assess civil penalties.
People who keep a row of parts cars should know one more definition. The zoning code calls "three (3) or more motor vehicles which have not been capable of operating under their own power for thirty (30) or more days" an automobile wrecking yard when parts are being pulled for reuse or sale. Selling them together is covered in several junk cars.
Streets and snow
Section 11-41 bars leaving any vehicle "that may impede traffic" parked on a town street or alley.
When the town manager declares a snow emergency, Section 21-27 makes it unlawful "to park or abandon a vehicle" on a snow emergency route. East Piedmont Street, running to Main Street, is among the routes cleared first. The ban lasts until the town manager declares the routes clear. Anyone convicted pays removal and storage charges plus a fine that can reach $50 per offense.
The DMV office and Virginia paperwork
We checked the DMV office at 18505 Crossroad Parkway (540-727-3262). As the crow flies, Crossroad Parkway is roughly 2 miles below downtown, to the south.
Culpeper is not among the Northern Virginia localities on the emissions list. The yearly safety inspection still applies statewide.
For the sale itself, Section A on the title's face takes each owner's printed name and signature. A Culpeper seller puts the buyer's name and address on line one. Next comes the real odometer figure (estimates are not allowed), then the date and the price. In Virginia, the price you write there acts as the bill of sale. Sometimes the DMV still asks for a separate signed statement or a Vehicle Price Certification. Selling in Culpeper takes no notary under the DMV's rules.
Keep the plates; they come off before the car leaves. Report the sale to the DMV by web, phone or in person. If you do not, and your insurer later drops coverage on a car still listed under you, the DMV sees an uninsured registered vehicle and can suspend your license and registration. After you sell walks through it.

Questions people ask
- How long do I have after Culpeper sends a notice about an inoperable car?
- The town code defines reasonable notice as fifteen days from receipt of the violation notice or corrective order. After that, the town may remove the vehicle itself.
- Can Culpeper bill the property owner if it tows a junk car?
- Yes. Section 20-4 makes removal and disposal costs chargeable to the owner of the vehicle or the premises, collectible like taxes, and an assessed cost becomes a lien on the property until it is paid.
- I keep three old cars for parts. Is that a problem in Culpeper?
- It can be. The zoning code counts three or more cars unable to move on their own for 30 days or longer, with parts removed or to be removed for reuse or sale, as an automobile wrecking yard.
