Maple Valley junk cars: what the state rules say

We could not find Maple Valley's city code online, so for a dead car here the rule we can point to is the state's. Under RCW 46.55.010, a car becomes a junk vehicle once it meets three of four conditions. Maple Valley could have local rules we did not see, so call City Hall before you rely on state law alone. Whatever the local rules say, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US, including a Maple Valley driveway.

The state test, condition by condition

The statute lists four conditions, and a car needs three of them to count as junk:

  • "three years old or older"
  • "extensively damaged," meaning in the law a broken window or windshield, or no wheels, tires, motor or transmission
  • "apparently inoperable"
  • a "value equal only to scrap"

So an older car with a smashed windshield that no longer starts already meets three. Because the age bar is so low, almost every dead car clears it, and damage and condition usually settle the rest.

A stranger's car on your Maple Valley land

RCW 46.55.230 covers a junk vehicle left on property its owner does not control. First, an officer, the health department or another authorized inspector looks at the car and can approve getting rid of it. Next, the landowner mails a notice to everyone on record as the car's registered or legal owner. When over 15 days go by and nobody comes for it, the Maple Valley landowner can scrap the car or sign an affidavit of sale that serves as its title. Where DOL holds no owner record at all, there is no wait.

Leaving a junk vehicle on someone's property is a gross misdemeanor under that same law. On top of that, the registered owner pays restitution of double the removal cost. More in car abandoned on your property.

Title and plates from Maple Valley

The King County office we checked is the Seattle quick title office: 201 South Jackson Street, #206, telephone (206) 477-4000. From Maple Valley it is about 21 miles northwest, as the crow flies, which is a long trip for one signature. Other county offices may be closer to hand.

A sale in Washington needs a valid title first. If a Maple Valley title is lost, all owners on record sign DOL's "Affidavit of Loss/Release of Interest" before a notary. It costs $39.50, and the replacement arrives by mail in 4 to 8 weeks. Paying more gets you a quick title. On handover day, sign the release of interest. Add a bill of sale only if the title has no record of the price and date.

Unscrew the plates and keep them; the buyer may not use them. State law also says that a car sent to a wrecking yard, or disposed of in any other way, still calls for a report of sale.

If you decide to keep the car for now, renewing its registration no longer needs an emissions test. Washington ended the checks on January 1, 2020.

Questions people ask

Does Maple Valley have a junk car ordinance of its own?
We did not find Maple Valley's code text online, which is why this page leans on Washington law. Local rules could still exist, so ask the city before assuming the state test is the whole story.
When does Washington call a car junk?
When three of the four conditions in RCW 46.55.010 apply. The list is in the section above: age, heavy damage, looking inoperable, and scrap-only value.
The title for my Maple Valley car is missing. What now?
Washington will not let a car change hands without a valid title. In Maple Valley you can pay $39.50 for a copy and wait 4 to 8 weeks for the mail, or check with a licensing office on using one of DOL's two affidavits instead.
