Junk and dead cars in SeaTac: the rules and a way out

SeaTac's code puts a car with no plates, no current tabs and no insurance in the same clause as a wreck. Chapter 7.25 names "wrecked, dismantled or partially dismantled, inoperative, or unlicensed (vehicle licensing plates and current tabs) and uninsured vehicles" together. It also says junk motor vehicles anywhere not zoned for junk or scrap metal are "a public nuisance subject to abatement and removal." If your car fits that description, we buy whole non-running and junk cars. You can sell the whole car as it sits, with free pickup anywhere in the US.

Where SeaTac lets a dead car stay

Chapter 7.25 leaves room in three places:

  • Out of sight. The nuisance rule does not reach a vehicle that "is not visible from the street or other public or private property."
  • The back yard. A car that looks inoperable but does not meet the junk definition "may be stored on single-family residential lots; provided, that storage will be limited to the rear yard area and screening shall be provided between the inoperable vehicles and the adjoining properties or rights-of-way."
  • Licensed businesses. A hulk hauler, tow operator, dismantler, repair shop or dealer may keep cars on fenced private property.

That leaves a dead car in a front driveway or a shared parking lot as the case the chapter is aimed at.

What counts as "apparently inoperable"

The city defines it as "a vehicle that does not appear to comply with requirements for safe and legal operation on public streets with regards to licensing, brakes, lights, tires, safety glass or other safety equipment." Licensing comes first in that list, so expired tabs alone can move a car into this category.

Washington's own junk test is stricter, because RCW 46.55.010 wants three of four marks. The damage mark is spelled out in the statute: glass broken out, or wheels, tires, motor or transmission gone. The other marks are an age of three years or more, an undrivable look, and a value no higher than scrap. When a junk car sits on someone else's land, RCW 46.55.230 gives the landowner a path. They mail notice to the owners, wait more than 15 days for a claim, and then dispose of it. The SeaTac passages we read add no clock of their own.

Towed off a SeaTac street

Has the registration been lapsed for more than 45 days? State law allows a car in that state to be impounded from a public street. After 120 hours straight in a registered tow operator's custody, the statute treats it as abandoned. An unclaimed car is auctioned once 15 days have passed since the notice of custody and sale went out. Is your SeaTac car in a tow lot now? Read towed or impounded.

Paperwork through King County

Seattle has the quick title office we checked for SeaTac sellers: 201 South Jackson Street #206, (206) 477-4000. It is about 11 miles north, as the crow flies. King County may have other offices; this is simply the one on our list.

RCW 46.12.650 lays out the seller's side. SeaTac sellers release their interest on the title, hand it over, and report the sale to DOL inside 5 business days. That applies whether the car was sold, traded or handed to a wrecking yard. Buyer and seller in SeaTac both sign a bill of sale as well, unless the title already lists the amount and sale day.

The plates are yours to remove. DOL gives the reason: once the plates are in your hands, parking tickets, camera citations, tolls and tow bills the car picks up later do not land on you.

Questions people ask

Is a dead car allowed in a SeaTac back yard?
Sometimes. If it falls short of the junk definition, Chapter 7.25 permits an apparently inoperable car on a single-family lot, kept in the rear yard with screening toward neighbors and streets. A junk vehicle hidden from the street and from nearby lots also falls outside the nuisance rule.
Do expired tabs count against my car in SeaTac?
They can. The city's definition of an apparently inoperable vehicle includes licensing, and Chapter 7.25 names unlicensed and uninsured vehicles in the same clause as wrecked and dismantled ones. On a public street, state law allows impound once the registration is more than 45 days expired.
Which form reports a SeaTac sale?
In SeaTac, the sale gets reported to DOL on form 420-062, known as the Vehicle Report of Sale. In SeaTac it goes in online or on paper within 5 business days. It shows the sale date, the VIN, the plate number, and names and addresses for buyer and seller.
