Selling a junk or dead car in Superior
Expired plates can be enough to make a parked car junked in Superior. The city's definition reaches any vehicle unfit for the road "due to missing or inoperative parts, flat or removed tires, expired or missing license plates or other defects." No wreck required. If that sounds like your car, we buy whole non-running and junk cars, and pickup is free anywhere in the US.

The placard, then the citation
Section 112-202 makes it illegal to keep a junked vehicle, or loose vehicle accessories, anywhere in Superior, private lot or public land, and labels them "public nuisances." Section 112-204 lets an inspector or officer give notice either way:
- a placard on the car; when that is the only notice, a citation waits until the placard is confirmed still in place "no less than 48 hours" later
- a first class letter mailed to the owner at the last address WisDOT has
Once notice is given, the officer returns and cites the car unless it has been licensed, registered and "restored to a condition in which it can legally be operated." Separately, Section 104-258 says "no inoperative or unlicensed motor vehicle shall be parked, kept or stored on any premises," and heavy work like body repair belongs inside a structure.
Abandoned, impounded, sold
Superior counts a vehicle as abandoned after it is left unattended over 48 hours on a street or public ground, or on private land without the owner's agreement. An inspector or officer can also have a junked car removed and impounded. Under 112-213, the city stores it for ten days minimum once certified mail has gone out to the owner and lienholder of record. Doing nothing in that window is treated as "a waiver of all right, title and interest" and consent to a sale.
Winter adds signs reading "Snow Emergency Route." While an emergency is on, parking there is banned, and a car that stalls on one, even with a dead battery, has to be towed or pushed clear immediately.
Wisconsin title and plates
Superior belongs to the Duluth, MN-WI metro, but the title rules here are Wisconsin's, run by WisDOT's Division of Motor Vehicles. Junking a Superior car means writing Junk across its title, and no replacement is needed when the original is missing. After that, the car is permanently barred from a title or plates.
Unbolt the plates first. In Superior, current plates may move to a similar vehicle titled to you. If not, destroy them, because WisDOT takes no returns. After a sale to a private individual, the seller has 30 days to file Wisconsin's online notice of the VIN, buyer, price and sale date. After you sell covers the rest.

Questions people ask
- Can my car count as junked in Superior just because the plates expired?
- It can. Section 112-102 defines a junked motor vehicle to include one not in legal condition for the road because of expired or missing license plates, flat or removed tires, missing or inoperative parts, or other defects.
- How long does a placard stay on the car before a ticket?
- If the placard is the only notice, Section 112-204 says no citation until an inspector or officer confirms it is still on the car at least 48 hours after it was placed. The city can instead mail a written notice to the owner at the address WisDOT has on file.
- Superior impounded my car. How long do I have?
- At least ten days from the certified letter to the owner and lienholder, under Section 112-213. Letting that deadline pass counts, in the code's terms, as surrendering every claim to the car and agreeing to its sale.
