Selling a dead or junk car in Kingman
Kingman sellers who want an MVD counter will be driving to another city. The office we checked is at 1325 Alonas Way in Bullhead City, about 34 miles west of central Kingman in a direct line. Most sales never need it, since Arizona moves titles and Sold Notices online. We buy whole non-running and junk cars. You sell the whole car as it sits, and free pickup anywhere in the US includes Kingman.

No city code found, so state law leads
We looked online for Kingman's municipal code and found nothing. Everything below is Arizona statute, and Kingman may layer its own ordinance on top. State law specifically lets cities and towns adopt ordinances for hauling abandoned vehicles off public or private property, so ask the city before treating state law as the whole story.
Arizona prohibits abandoning a vehicle anywhere, a private lot included. Seventy-two unattended hours on public or private property count as prima facie evidence of abandonment. Beside a road, in the right-of-way, the figure drops to 48.
Arizona also has its own meaning of junk: a vehicle too far gone to dismantle, salvage or restore at a profit. With a car like that, once notice is sent, MVD can allow a recycler or the landowner to get rid of it.
A stranger's car on your Kingman lot
Two rules help when the dead car is not yours. Towing from private property requires the landowner's signed authorization on an MVD form. And when a tenant's car sits in an authorized space, expired registration by itself does not prove it was abandoned. Car abandoned on your property goes further.
Old registration fees stay behind
Buyers sometimes balk at a car that sat unregistered for years in a Kingman yard. Back vehicle license tax on a Kingman car can only be charged to someone who owned it while it sat unregistered. Whoever owns it afterward does not owe it.
Title and plates
Owners in Arizona often hold no paper title at all, because the state keeps them electronically. Sell through eTitle Transfer, or sign the paper title on its back and hand it over as the car leaves. MVD lists no notary among the seller steps. Replacing a lost title costs $4, online or with form 96-0236.
Unbolt the plates; Arizona leaves them with the seller. Over the next 30 days, move them to another car, return them, or file an affidavit of destruction. Report the sale within 10 days with a free Sold Notice.
Emissions testing does not reach Mohave County. It covers only parts of the Phoenix and Tucson areas.

Questions people ask
- Is there a Kingman ordinance on junk cars?
- Kingman's city code was not online when we checked, so this page leans on Arizona statutes. Kingman could have local rules we did not find, so check with the city.
- A car was left on my land near Kingman. Can I have it towed?
- Before a car leaves private property on a tow truck, Arizona needs the property owner to sign an MVD form allowing it. Seventy-two hours unattended counts as evidence of abandonment under state law.
- Will a buyer owe the years of unpaid registration?
- No. Back vehicle license tax in Arizona falls only on a person who owned the car during the time it had no registration. A later owner does not owe it.
