Junk car in Covina? Here is what applies
An old car left parked in Covina can be gone in about three days. Covina may tow an abandoned car worth $500 or under under state law, after posting a 72-hour notice. It can be scrapped two weeks and a day after the owner is notified. The $500 is the law's line for a low-value car, not a price. If yours is heading that way, we buy whole non-running and junk cars. You sell the whole car as it sits.

Covina's own rules
We looked for Covina's city code online and came up empty. Statewide, Vehicle Code 22660 gives each city power to declare dead, wrecked or stripped cars a nuisance, remove them from lots or streets and charge for it, and Covina may well use it with limits of its own for cars in yards. Read the state timeline below as the most time you could get, not the least.
The low-value car timeline, VC 22851.3
In Covina, this rule applies to an abandoned car with a value of $500 or less:
- Before Covina tows, a 72-hour notice has to go up on the car. That step is skipped for cars worth $300 or less taken under VC 22669(d).
- The owner gets notice within 48 hours of removal.
- Covina owners have 10 days to request a hearing.
- Covina can dispose of it 15 days after that notice.
Losing the car is not the end of it. VC 22523 treats an unclaimed Covina impound as an infraction by the last registered owner, who is billed for whatever the lien sale left unpaid. A report of sale filed first clears you. Towed or impounded explains the tow side.
Smog when the car is junk
California wants a Smog Check whenever ownership changes, and in a Covina sale that test is normally the seller's to arrange, report in hand for the buyer. Covina sellers skip the smog check for electric cars and motorcycles. Covina's rule also skips gasoline cars from 1975 or earlier, diesels from 1997 or earlier, and any gas or hybrid car no older than four model years.
Junking is a separate exemption: no test is needed when the buyer's plan is to wreck or dismantle the car. Vehicle Code 24007 still lets a Covina owner sell a car under Air Resources Board standards to a dealer or for lawful dismantling, with a compliance or noncompliance certificate given at delivery. So a failed test does not leave you stuck. See failed inspection.
Signing the title
Covina works like the rest of California. A Covina Certificate of Title needs your signature, and a listed lender's too. The Covina buyer turns it in at the DMV along with the $15 transfer fee. You will not find a notary in the DMV's list of seller steps. Missing title? Start with REG 227.
Five days is your window for REG 138, which shifts later tickets to whoever bought the car; it goes in electronically or on paper. Regular plates usually stay put on the car, while recording it as Junk sends the plates back to the DMV.

Questions people ask
- Does Covina have a rule about junk cars in driveways?
- Its code was not available to us online. Cities in California may write their own abatement ordinance for dead cars on private land, and Covina could have one, so ask there.
- Will they warn me before towing my old car?
- VC 22851.3 means a Covina car left behind with a value of $500 or less must carry a posted 72-hour notice before it goes. Cars valued at $300 or less taken under VC 22669(d) are the exception. Notice to the owner follows within 48 hours of removal.
- My car failed smog. Can I still sell it in Covina?
- Often, yes. A Covina car being junked needs no smog check. A Covina car that fails Air Resources Board standards can still be sold to a dealer or for legal dismantling under Vehicle Code 24007.
