Selling a junk or dead car in Upland
Upland has no junk-car ordinance we could find online, so the rules on its streets come from Sacramento. The one with the least slack is Vehicle Code 22669. Picture a car along Foothill Boulevard with its doors pulled, the windshield gone or the engine out. Once it sits on public right-of-way in that shape, an officer or a city employee assigned to the job may haul it off the same day, with no grace period.

Upland may still have its own ordinance
Section 22660 of the Vehicle Code gives each city the power to write abatement rules for dead, wrecked or dismantled cars, on private lots as well as public ones, and to bill the owner for the work. Our search turned up no Upland text. Treat that as a gap in what we could read, not proof the city has none. A code officer's tag would cite the section and set the date you are working against.
The state's street clocks
- Three days parked. Vehicle Code 22651 allows a tow once an Upland street car has broken a local parking rule for 72 hours straight.
- The low-value tag. Section 22851.3 has a cheap abandoned car, worth $500 or under, carry a written warning for 72 hours before it goes. Under 22669(d), an Upland car worth $300 or under can be removed without that warning.
- After the tow. Expect a letter within 48 hours. Ten days is the hearing deadline, and day fifteen after that letter is when disposal can happen.
Those dollar marks only sort cars by legal value; nobody pays them. If the tow already happened, towed or impounded lays out the lien side.
A half-stripped car is the risky one
Since 22669 keys on what is missing, the worst Upland car to leave curbside is one you have started parting out. Roll it onto private ground while you sell. Missing parts explains how a partly stripped car still sells whole.
Paperwork for an Upland seller
Upland sellers deal with the state DMV directly; San Bernardino County plays no part in titles. An Upland seller puts a name on the California Certificate of Title. If a lender holds a lien, it signs there too. Next, the person buying in Upland brings it to DMV with the $15 transfer charge. DMV's written private-sale steps never mention a notary. Title missing? REG 227 comes first, at $28. Selling with no title covers that route.
Five days after the handover is your deadline for REG 138, the release of liability. After DMV records it, the buyer owns any ticket dated past the sale. In Upland, standard plates usually go with the car, and no smog is needed if it's going to be wrecked or dismantled.

Questions people ask
- Is there an Upland ordinance on dead cars?
- Not one we could find online. Vehicle Code 22660 allows every California city to write its own, so Upland could have rules our search missed; a code notice would cite them.
- Could a car with its engine pulled be towed off an Upland street right away?
- Yes. Say an Upland car on public right-of-way is stripped of its engine, wheels or windshield. Vehicle Code 22669 lets an officer or designated city employee haul it off at once.
- Does a California title signature have to be notarized?
- DMV's own private-sale instructions describe the seller's and lienholder's signatures and never call for a notary.
