Selling a dead or long-parked car in Vista

Leave a car unregistered in a Vista driveway for a few years and the DMV keeps a running tab. Each year a Vista car went unregistered racks up fees and penalties. A Planned Non-Operation filing, REG 102, avoids that. We looked online for a Vista junk car ordinance while writing this and found none. These rules are state rules, and Vista could have extra ones for cars on private land.

The tab a parked car runs up

A PNO on file tells the DMV the car was off the road. Without one, each missed year gets billed. Sitting for years covers what else a car parked that long needs before it changes hands.

Junking it in the right order

DMV calls a Vista car junk when it gets taken apart after a wreck, after it was abandoned, or because it stopped running. In California the paperwork comes first. The owner applies to record the car as Junk before it's unbolted. In Vista, pulling it apart too soon adds an investigative service fee. You need no dismantler's license to junk a car you own. Recording it that way also ends its plates' life, because they go back to the DMV.

Smog and the clean-air sale rule

A normal sale puts the Smog Check on the seller, done before money changes hands. No smog check is needed in Vista for electric cars, motorcycles, or cars headed to a wrecker or dismantler. In Vista that also applies to a diesel built 1997 or before, a gas car built 1975 or before, and any gas or hybrid car no more than four model years old. Vehicle Code 24007 adds a separate limit. A Vista car that fails California Air Resources Board standards has two legal exits: sale to a dealer, or lawful wrecking or dismantling. The seller hands over a certificate on compliance when the car changes hands. A car that already failed is covered in failed inspection or rust.

Paperwork for a Vista sale

You sign the title as seller, and so does any lender listed. The buyer brings it to the DMV. Nothing in the DMV's instructions asks a Vista seller to see a notary. With no title in hand, start with REG 227. After the Vista sale, send REG 138 within 5 days, either on paper or through the DMV's site. On a regular sale, ordinary plates stay put.

Questions people ask

My car sat unregistered in Vista for years. Do I owe the DMV?
Most likely. A Vista car that sat unregistered owes California fees and penalties per year, unless someone filed a Planned Non-Operation (REG 102).
Will a Vista car sold for junk need a smog test?
No. Vista transfers made so the car gets wrecked or dismantled are exempt.
What happens to the plates when a Vista car is junked?
When the owner applies to record the car as Junk, they're returned to the DMV. In an ordinary Vista sale, standard plates stay on the car, and for a fee vanity or special plates can go to another car.
