Selling a junk or dead car in Torrington

In Torrington, a junked car left outdoors can get its removal order printed in the local paper. Section 139-2 says that once the city, through the Police Department, finds a junked motor vehicle "not under cover" on private property, written notice reaches whoever has possession or control of the land, plus its owner, and the notice "shall be published once in a newspaper having general circulation in the city." If the city ends up removing the car, "any cost incurred by the city in removing and disposing of such motor vehicle shall be charged to and collected from the owner."

What Torrington calls a junked car

Section 139-1 gives the test. A junked motor vehicle not under cover is "an unregistered motor vehicle which is no longer intended or in condition for legal use on the public highways." Loose parts count too: used auto parts, old iron, metal and glass that came off a car. "Under cover" means "completely enclosed in a garage or other building serving the purpose of a garage." A car under a tarp beside the house does not pass.

The property-maintenance chapter casts a wider net. Section 161-4 covers any unregistered or inoperable vehicle, from cars to riding mowers, "not kept within a fully enclosed structure." A current registration is a defense: the code says the vehicle is not abandoned "if it is currently registered." A vehicle counts as inoperable when it shows two or more of the signs the section lists.

The code text we read gives no set number of days to comply, so the written notice is where your date will be.

Winter nights and the street

From December to March, Torrington streets are off-limits overnight, which is hard on a car that cannot be moved. Section 194-4 bars leaving a vehicle on a Torrington street or in a municipal lot from midnight until seven in the morning "for a period of more than one hour." Downtown residential, commercial and overnight permit holders are exempt.

Snow adds another notice. Snow emergencies come from the mayor or a designee, and Section 194-22 requires a public announcement "at least two hours prior" to the start.

For the vehicles Section 194-3.1 covers, the definition includes ones that exceed three-fourth tons in capacity, overnight parking on residential and downtown streets draws $120 a day. The section adds: "Vehicles left in violation longer than three days will be subject to removal at the owner's expense."

State law has a faster clock. A notification sticker on an apparently abandoned or unregistered car gives 24 hours before it is towed and stored at the owner's cost. Torrington owners receive certified mail within 48 hours of a tow and then have 10 days to contest it.

The Winsted office, the title and the plates

Connecticut titles come from the state DMV, not from Torrington City Hall. One office we looked up sits at 151 Torrington Road in Winsted. In a straight line that is about 5 miles northeast of the town center. Full-service hub offices handle every transaction. Limited-service and express partner offices handle fewer, and most offices take appointments.

In Torrington, you sign the title on the back. Your Torrington buyer gets a bill of sale too. Torrington sellers can fill out Form H-31. Or draft a bill of sale listing where buyer and seller live, the model details, color and VIN, the amount paid, the sale date and a signature. The DMV seller checklist has no notary step. Past 20 model years, Connecticut drops the title altogether; the seller signs a Form Q-1 supplemental assignment and passes along the latest registration. Lost the title? Form H-6B, $25.00, gets a replacement.

Connecticut leaves the plates with the seller. Unscrew them, then cancel the registration, because until you do, the car stays on Torrington's property-tax rolls. Keep the insurance until the cancellation goes through. After you sell covers the rest.

Questions people ask

Does a tarp count as "under cover" in Torrington?
No. Section 139-1 defines under cover as "completely enclosed in a garage or other building serving the purpose of a garage." A car under a tarp in the yard is still out in the open under that test.
Can a dead car stay on a Torrington street overnight in winter?
Only for an hour at most. From December through March, Section 194-4 limits overnight parking on streets and in municipal lots to one hour between midnight and seven. Downtown residential, commercial and overnight permit holders are the exception.
Is a title needed for a car past 20 model years?
Connecticut issues none for those cars. A Form Q-1 supplemental assignment and the latest registration take its place.
Will Torrington keep taxing the car after I sell it?
It stays on the town property-tax rolls until the DMV registration is cancelled. Cancel it and hold on to the receipt. Should Torrington send another tax bill, take the receipt and your bill of sale to the assessor.
